Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both SAM.gov and NECO (https://www.neco.navy.mil/). The RFQ number is N0060422Q4060. This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-06 and DFARS Publication Notice 20220526. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 485510 and the Small Business Standard is $16.5M. The NAVSUP Fleet Logistics Center, Pearl Harbor requests quotations from qualified NAVSUP FLCPH Bus Services BPA sources capable of providing the following services which will result in a Firm Fixed Price (FFP) call. If qualified sources do not currently hold a Bus Service BPA with NAVSUP FLCPH, and are interested in submitting a quote, please contact the Bus Service BPA administrator Contracting Specialist Lenin Moreira at 808-473-7531 or by email: lenin.a.moreira.civ@us.navy.mil. CLIN 0001 -Bus Shuttle Services for the USNS Washington Chambers QUANTITY AND UNIT OF ISSUE IS (1) GROUP - POP 22 JUNE 2022 - 16 JULY 2022 The contractor shall provide (1) 55-Passenger Coach bus on continuous runs between Lualualea Naval Magazine (LLLNM) Whiskey-2 Pier and the Personnel Detachment Support (PSD) Center, Pearl Harbor in accordance with the attachment 1 bus schedule. The bus will pick up US military personnel at the stop locations on LLLNM and PSD. First Run will begin at 1:00PM on 22 June 2022 from LLLNM with continuous runs. Please see ATTACHMENT 1 Bus Schedule. Final round trip run will leave LLLNM at 11:00PM on 15 July 2022. Please see ATTACHMENT 1 Bus Schedule. The following attachments apply: ATTACHMENT 1: Bus Schedule ATTACHMENT 2: FAR Provision 52.212-3 with Alt I ATTACHMENT 3: Wage Determination WD 15-5689 Rev. 17 Period of performance is Wednesday, 22 JUNE 2022 - Saturday, 16 July 2022. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Method of payment will be by Government Purchase Card (GPC). The GPC holder information will be provided at the call order level. FAR 52.212-1 is applicable. A complete quote in response to this solicitation must include the completion of FAR 52.212-3 and its ALT I (Attachment 2). Failure to submit Attachment 2 may result in your quote being deemed unresponsive. Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final award will be based on a combination of factors - a combination of price, technical, and responsibility. To be considered technically acceptable, quoters must quote on all services listed in this solicitation. Responsibility will be determined in accordance with FAR Part 9. The award will be made to the responsible quoter that provides the best value to the Government. The Contractor shall provide an on island point-of-contact (POC) for coordination purposes.
