Description
**An Amendment will be published by 15 June 2022 that will include amended drawing and specifications and extend the solicitation due date** **Amendment 1 - Extends solicitation due date to 15 June 2022** The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) has a requirement for a Design-Bid-Build (DBB) construction of a new Parking Apron and Aircraft Parking Shelters located at Al Jaber Air Base in the country of Kuwait. The project will be constructed in accordance with current building codes, safety, and security standards as described in the RFP.� This project will be awarded based on the CLINs in the bid schedule and possible award of optional CLINS, to a single offeror. This acquisition will be competed full and open for a single award of a firm-fixed-price (FFP) construction contract. Award will be made to the offeror who represents the best overall value to the Government and has been determined to be responsible in accordance with FAR Subpart 9.1. In determining best value, the Government will use a best value tradeoff (BVTO) source selection process. See the attached RFP for further details. This project includes construction of a new aircraft parking apron and taxiways, enclosed aircraft parking shelters, related site improvements, and incidental related work. The aircraft parking shelters are designed as two (2) hangar buildings with three bays in each hangar. Each bay houses two (2) aircraft, to provide a total of twelve (12) parking spaces for Aircraft. The estimated magnitude of this project is between $25,000,000 and $100,000,000. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 -- Commercial and Industrial Building Construction, and the Small Business Size Standard is $39,500,000. The Period of Performance for this project is 649 calendar days from Notice to Proceed (NTP).
