- 1. COMBINED SYNOPSIS/SOLICITATION: 1.1 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1.2 The solicitation number is W912L6-22-R-0007 issued as a Request For Proposal (RFP) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06 dated April 26, 2022. The FAC and FAR are available at https://www.acquisition.gov. 1.3 The Oklahoma Army National Guard (OKARNG) intends to award a Firm Fixed Price (FFP) contract for the Purchase and Installation of Antenna equipment. 1.4 The North American Industry Classification System (NAICS) code 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a size standard of 750 employees.� 1.5 This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings. The Offeror is required to have a current and active registration in the System for Award Management (SAM) website, https://sam.gov. 1.6 Questions shall be submitted via email not later than June 16, 2022 to Ms. Fanta Cooper at� fanta.m.cooper.civ@army.mil and Mrs. Harvetta Taylor at harvetta.r.taylor.civ@army.mil by 10:00 a.m. CST. Proposals shall be submitted electronically to Ms. Cooper and Mrs. Taylor by or before June 30, 2022, at 1:00 a.m. CST. It is the Offeror�s responsibility to ensure all proposal documents are received prior to the close date and time. 1.7 The Government anticipates awarding a Firm-Fixed-Price (FFP) contract on the evaluation criteria basis of the Lowest Price Technically Acceptable (LPTA) resulting from this RFP. The Offerors shall submit a quote that will meet or exceed the technical requirements stated in the Statement of Work (SOW). The technical evaluation will be based on the salient features of the equipment in the SOW. 2. REQUIREMENT SUMMARY: 2.1 The Oklahoma Army National Guard (OKARNG) has a requirement where antenna(s), all the hardware and cables are to be purchased by the Offeror and to be installed by the Offeror to support line of sight communication between flight operations and rotary wing aircraft in the VHF, VHF-FM, UHF and 800 MHZ bands. 2.2 The purpose for this requirement is due to the original antennas and cables attached to an existing tower has worn beyond repair and past its life cycle. This equipment is required to maintain air to ground and ground to air communication required for flight following and transmission of emergency information between aircraft and flight operations. 3. SUMMARY FOR SCOPE OF WORK: When awarded, the contractor shall provide all necessary equipment, hardware, incidentals, tools, supervision, project management, and labor to procure and install a MULDIPOL antenna, Super Discone antenna and a Government furnished COM 201B antenna. All antennas are to be installed in accordance with manufacturer recommended installation procedures. All antennas and cables will be grounded, bonded, shielded, and lightning protected in accordance with Motorola R56 grounding standards. NOTE: The Offeror shall provide pricing with two line items: 1) for the purchase of the equipment and 2) for the installation of the equipment. 4. �INSTRUCTIONS TO OFFERORS: 4.1 General Instructions: This section provides general guidance for preparing proposals. Throughout this section, the term �Offeror� means the prime contractor submitting the proposal. The Offeror�s proposal must include all data and information requested and must be submitted in accordance with these instructions. Proposal will be reviewed for responsiveness prior to being technically evaluation.� An Offeror who submits an incomplete package will be considered non-responsive and will not be technically evaluated. The proposal shall be compliant with the requirements as stated in the (RFP). A proposal that is sufficiently documented to support technical requirements and price in a complete, orderly and detailed manner will enable the Government to perform a thorough and fair evaluation. Non-compliance with the instructions and RFP may result in an unfavorable proposal evaluation and will be grounds to eliminate the proposal from consideration for award. 4.2 The Government intends to award without discussions.� 4.3 The Government will not reimburse any costs incurred in relation to the proposal preparation. 4.4 The Offeror shall submit an unclassified proposal, which demonstrates its ability to perform and meet the requirements in the SOW. 4.5 Proposal shall conform to all the requirements of this RFP IAW FAR Part 15.101-2.� 4.6 The Offeror shall complete the attached 52.212-3, Offeror Representations and Certifications�Commercial Products and Commercial Services, to be submitted with the Offeror�s proposal. 4.7 Clause 52.232-18 applies to this requirement, for the funds are not presently available; therefore, the Offeror�s proposal shall be valid for 30-days. 5. (End of clause) 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018) (a) Definitions. As used in this clause� �Department of Defense Activity Address Code (DoDAAC)� is a six position code that uniquely identifies a unit, activity, or organization. �Document type� means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). �Local processing office (LPO)� is the office responsible for payment certification when payment certification is done external to the entitlement system. �Payment request� and �receiving report� are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (c) WAWF access. To access WAWF, the Contractor shall� (1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and (2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site. (d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the �Web Based Training� link on the WAWF home page at https://wawf.eb.mil/. (e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol. (f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order: (1)� Document type. The Contractor shall submit payment requests using the following document type(s): (i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher. (ii) For fixed price line items� (A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer. COMBO (B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.
