Description
The US Army Corps of Engineers Humphreys Engineer Center (HECSA), is seeking information from industry to determine the capabilites of industy and determine interested sources for a requirement. This is a sources sought notice that is being used for Market Research purposes only. No request for proposals. The Government will not reimburse respondents for any costs incurred to submit a response to this Notice. The Government reserves the right to reject, in whole, or in part, any private sector input as a result of this market survey. The Government is not obligated to inform to notify respondents of the results of this survey.� It is anticipated a contract will be awarded using Simplified Acquisition Procedures in accordance with FAR Part 13. Interested sources should respond to the questions presented within the announcement to facilitate the Government's market research. The Government will analyze all responses and determine if a pool of qualified and interested small businesses is significant enough to allow for a total or partial small business set-aside. If the pool of small businesses is insufficient the Government may elect to solicit this requirement using full and open competitive procedures. The Government does not intend to rank submissions received in response to this Notice. Submission Requirements: Submissions should not exceed 15 pages, singled spaced, using 12 point font with 1 inch margins, including all appendices, attachments and cover pages. Responses should be submitted in PDF format. Responses should describe the interested party's capabilities to complete the tasks in the attached Performance Work Statement. Oral communications will not be considered. Responses should include: (1) response to questionnaire (not included in page count); (2) business name and partners (if applicable) and address; (3) name/title of authorized representative; (5) business type (small (socioeconomic category if applicable) or other than small). The EMT is a fully operational system currently residing within the Corps network and operating within the Civil Works Business Intelligence (CWBI) Amazon Web Services (AWS) Cloud hosting environment.� The work under this contract shall provide the regular operations and maintenance for the EMT to support IWR program and project management and its enterprise oversight and management. The creation and maintenance of virtual private clouds, web application firewalls, reverse proxies, software installation, etc. will be the responsibility of a third-party cloud provider. However, work under this contract requires a detailed understanding of AWS generally and the configuration of these technologies specifically in order to maintain the EMT application and request revisions to the configuration. It also includes a need to understand security at every level. Technologies used include AWS Elastic Container Service (ECS), AWS Code Pipeline, AWS CodeCommit, AWS Elastic Container Repository, Docker, AWS Simple Email Service (SES), AWS Secrets Manager, AWS CloudWatch, AWS CloudTrail, AWS Simple Storage Service (S3), and AWS Relational Database Service (RDS) for Oracle 19c in the CWBI Govcloud environment. The contractor must be familiar with USACE Project Delivery Business Processes (PDBP) and related guidance, US Army Corps of Engineers Financial Management System (CEFMS) II, Program and Project Management Information System (PROMIS), the USACE Enterprise Data Warehouse and Chief Information Office (CIO)/G-6 Information Technology (IT) requirements and guidance along with industry best practices.
