****SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY**** Sources Sought Announcement for�Design-Bid-Build Construction for Army Family Housing Replacement in Baumholder, Germany for USACE Europe District, DC-23-0007 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: �236220, Commercial and Institutional Building Construction. PSC: Y1FA, Construction of Family Housing Facilities 3. PLACE OF PERFORMANCE: Baumholder, Germany 4. ACQUISITION INFORMATION:� NAU anticipates soliciting and awarding one Construction contract to be procured in accordance with Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation and FAR Part 36, Construction and Architect Engineer Contracts. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow up information requests. 5. PROJECT DESCRIPTION: USACE-NAU is seeking interested firms capable of executing a construction project for new housing facilities in Germany. This procurement is to construct 64 new Army Family Housing units in Baumholder, Germany. Construction is anticipated will be at two separate sites. The project includes a new four-story apartment building with 12 three-bedroom apartments at Smith Barracks; and 42 three-bedroom and 10 four-bedroom townhouses at the Wetzel housing area, a Life Support Area which provides non-permanent facilities. The apartment building will have a ground level garage and four apartments on each of the other three stories. The apartment building will include elevators, a balcony for each apartment, and parking courts on each side of the building that provide access to the ground-level garage. Project will include parking spaces for visitor parking located within close walking distance to the building. Each level in the apartment building will be accessible by both elevator and stairs. Each townhouse will include an attached garage and a driveway. Each townhouse will have a lawn and a patio/balcony. Between the buildings there will be green space intended to allow for outdoor community activities. � This project includes the provision of new building systems and components to include electrical and mechanical systems, compliance with applicable force protection and energy conservation requirements, balconies, fire alarms/sprinkler systems, elevators, laundry room in each apartment and townhouse, modern kitchens and bathrooms, new efficient heating, plumbing and electrical systems (110 and 220V), TV/telephone/Internet wiring and distribution, built-in closets, doors, windows and storage rooms. � Project also includes exterior infrastructure that ties into the existing main utility lines and roadways. It includes connections to storm drainage lines, neighborhood recreational amenities, trash collection enclosures, electrical, water and sewer utility distribution systems, landscaping, and playgrounds. Full design drawings and specifications will be included with the request for proposal (RFP) detailing facility construction dimensions, materials, and details. The project construction will be divided in sites. The potential acquisition includes: Smith Barracks: Junior Enlisted 3-bedroom Apartment building with 12 units: 22,035 SF Wetzel housing: 42 Junior Enlisted 3-bedroom Townhouses: 68,460 SF 10 Junior enlisted 4-bedroom Townhouses: 19,500 SF Power Substation: 300 SF Heating Plant Building: 1,810 SF The project will also include site-development (sidewalks and water culverts), parking spaces,�playgrounds, roads and junctions. Construction measures in accordance with the Host Nation Technical Requirements (HNTRs), USACE Specifications, project specifications and drawings will be provided during the RFP process. According to DFAR 236.204 - Disclosure of the Magnitude of Construction Projects the estimated Magnitude of Construction for this acquisition is between $25,000,000 and $100,000,000. 6. KEY REQUIREMENTS: Interested contractors should have experience with construction of housing facilities and the other requirements addressed below: Primary disciplines: � Structural/Architectural: Large-scale facilities requiring substantial amount of steel and concrete works. � Civil: Project sites requiring a high volume of earth cut work and some road works and site development to include gravel and providing suitable off-site fill materials. � Mechanical/Electrical: Electrical and mechanical systems for housing units and apartment building.. 7. SOURCES SOUGHT: The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of firms who have the capabilities to complete and perform contracts of this magnitude, and to address any questions, recommendations or concerns from Industry. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought announcement. 8. RESPONSES: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the US Army Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 9. SUBMISSIONS: Offerors response to this Sources Sought shall be limited to 5 pages and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 5 page limitation):� Capability Statements should include: Firm�s name, address, English speaking point of contact, phone number, e-mail address, and CAGE Code and DUNS number Firm�s interest in proposing on the solicitation when issued Firm�s capability and capacity to perform contract(s) of this magnitude, complexity and experience managing multiple projects simultaneously. Provide examples of 3 projects previously performed within the last 10 years. Firm�s Joint Venture information or Teaming Arrangements (if applicable) 10. �RESPONSES DUE: All interested contractors should submit responses via email by 1500 hours Central European Summer Time (CEST) on 07 July 2022. INDUSTRY DAY: The Government intends to host an Industry Day for potential offerors at the end of July 2022 in Wiesbaden, Germany. A separate notice for Industry Day will be posted on www.sam.gov with additional details in the coming weeks. 12.
