- The Army Contracting Command-Detroit Arsenal (ACC-DTA) intends to solicit extensions, on a sole source limited basis, up to five additional ordering years to the Army Targetry Systems (ATS) III, Multiple Award (MA), Indefinite-Delivery Indefinite-Quantity (IDIQ) base contracts�below: Contract # Award Expiration Contractor W56HZV18D0001 16 March 18 05 March 23 InVeris Training Solutions, Inc. W56HZV18D0005 16 March 18 05 March 23 Theissen Training Systems These extensions will not include any further guaranteed awards. The extensions are to cover a potential gap between the current ATS III contracts and the development and use of Government owned products that will eventually replace them. The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) was designated as the Offices of Professional Responsibility (OPR) in December 2019 as a result of the Future Army Systems of Integrated Targets (FASIT) Capability Production Document (CPD) approved in April 2019. The Product Manager (PdM) for Live Training Systems (LTS) under PEO STRI is responsible for all Force on Target (FoT) live fire training systems, and is in the process of developing the competitive TDPs and associated competitive contracts to replace the ATS III contracts. The TDP development is on schedule to be completed between 2023 and 2027. The Government will begin procuring to Government Owned TDPs, and will stop ATS III procurements, as soon as the TDPs have met their initial requirements. DESCRIPTION OF SERVICES: The ATS III contracts are used to procure live-fire training systems for Army ranges to be installed at various geographical locations throughout the world. The extension is being planned to fill a one to five year gap while the Government develops Product Level Technical Data Packages (TDPs) for the main ATS III devices: Stationary Infantry Target (SIT), Stationary Armor Target (SAT), Moving Infantry Target (MIT) and Moving Armor Target (MAT). In the interim, the Government is looking for interested sources to provide costs associated with being able to adhere to all requirements of the ATS III contract, be able to produce all Contract Line Item Numbers (CLINs) listed in the contract, meet rigorous First Article Testing (FAT) requirements for CLINs 001 to 035 prior to being paid for any deliveries of the contracted CLINs and be able to install all CLINs and ancillary equipment to produce fully operational ranges for the Army. RESPONSE REQUIREMENTS: Interested sources shall provide the capabilities and costs associated with meeting all the ATS III requirements, including installing operational ranges for the Army. The Government may contact potential sources for additional information as required. Please note that any information you submit in response to this questionnaire that is protected by law, will not be released. Any responses to this request for information are subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) �PROPRIETARY� with any explanatory text, so that the U.S. Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (over breadth in marking inappropriate data as �PROPRIETARY� may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The U.S. Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the U.S. Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the U.S. Government will not be protected once in the public domain. Data already in the possession of the U.S. Government will be protected in accordance with the U.S. Government's rights in the data. 4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the U.S. Government, shall contain the �PROPRIETARY� legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate for only portions of an electronic file, use the restrictive legends �PROPRIETARY PORTION BEGINS:� and �PROPRIETARY PORTION ENDS.� 5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the U.S. Government shall also reproduce the asserted restriction legend and any explanatory text. 6. This RFI is for informational purposes only. This is not a request for proposal, does not constitute a solicitation, and shall not be construed as a commitment by the Government. Responses in any form are not considered offers and the Government is under no obligation to award a contract as a result of this announcement. Funds are NOT available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. 7. Respondents WILL NOT be notified regarding information obtained related to this RFI. If and when a solicitation is issued, it will be posted on www.beta.SAM.gov. It is the respondent's responsibility to monitor these sites for the releases of any synopsis or solicitation. Submissions shall be emailed to Shalonda Hawkins at shalonda.l.hawkins.civ@mail.mil by April 15, 1:00 P.M. EST. No late submissions will be reviewed.
