Description
The Naval Research Laboratory (NRL) intends to award a sole source contract to University of Illinois (UIUC) �to use both the Maude executable formal specification language and the Maude-NRL Protocol Analyzer (Maude-NPA) cryptographic protocol verification tool for the development of a formal methods tool for verifying the security of protocol dialect systems.� Potential sources that are capable of meeting the description of the following requirement may submit the information requested below: The source should be able to provide support to NRL for the development of a formal methods tool for verifying the security of protocol dialect systems using Maude. This system modifies existing protocols for use by a Secure Enclave by making them non-interoperable with the standard version of the protocols, making it more difficult for an outsider to break into the enclave, because there is no way for it to initiate in an exchange with any enclave member.� Protocol dialect systems must be designed so that an adversary cannot learn enough about a protocol dialect system so that it could successfully initiate exchanges. In addition, it should not any break security features of the original protocol. The objective of this requirement is to ensure that protocol dialect systems achieve their security goals while preserving the properties guaranteed by the underlying protocols and avoiding new attack surfaces that may affect security. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to perform this type of requirement. NRL asks that the interested parties, at a minimum, supply the following information via email: ���������������������������������������������������������������������������������������������� Name of Company and Point of Contact (POC) Business Size/Socioeconomic Categories Unique Entity ID (UEI) and Cage Code Capabilities Statement relevant to the requirement Responses should be no more than 5 pages, and should be emailed to the Contract Specialist at morgan.lynch@nrl.navy.mil. NOTE: THIS IS NOT A SOLICITATION. This notice is being posted to meet the requirements of FAR Subpart 5.2 and DFARS 206.302-1(d). A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contract Specialist within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to provide comparable items and developmental experience. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. However, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
