- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The U.S. Fish and Wildlife Service (USFWS), Joint Administrative Operations, Acquisition and Property Operations, Goods and Services Branch intends to enter into a sole source firm-fixed price contract with: Mississippi Flyway Council Inc. 31 N High Street New Albany, OH 43054 This requirement is for qualified cooperator to conduct various survey activities on the breeding grounds of the Southern Hudson Bay Canada Goose Population (SHBP), which is now considered a single population of geese formerly divided into three populations. The objective of this work is to determine the annual status of the SHBP and provide information needed for the promulgation of annual hunting regulations for that population. The Mississippi Flyway Council was established in 1952 and contains representatives from the States of Alabama, Arkansas, Indiana, Illinois, Iowa, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Ohio, Tennessee, and Wisconsin, and the Canadian Provinces of Manitoba, Ontario, and Saskatchewan. The Council was established to coordinate the management of migratory game birds in the Mississippi Flyway and promote those activities of its members that serve the long-term benefit to the resources and the flyway as a whole. The Council also provides a point of contact for the Service for the purpose of coordinating federal-state-provincial management activities, providing information to the Service on long-term and short-term migratory bird management needs of the flyway including the establishment of harvest regulations so that the welfare of these resources can be properly safeguarded. This requirement is for a Base Year plus four Option Years. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
