- NOTICE OF INTENT TO SOLE SOURCE Russells Environmental Chambers Maintenance Service Announcement Type: Special Notice Announcement Number: NIST-NOI-22-7301917 PSC Code: J066 - Maintenance, Repair, and Rebuilding of Equipment- Instruments and Laboratory Equipment Subject: Russells Environmental Chambers Maintenance Service � Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Joynson Mechanical Services LLC located at 5888 Ontario Center Road, Ontario, New York, 14519-8640. The purchase order will be for environmental chamber maintenance services for a three-year period of performance. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 811219 � Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $22 Million. Description Please see the attached Statement of Work for details. Sole Source Determination The sole source determination is based on the following: � The NIST Infrastructure Materials Group (IMG), in cooperation with industry, performs research to develop a fundamental understanding of the relationship between chemistry, microstructure, performance, and service life of conventional and high-performance concrete and other inorganic building materials. This work involves the synergetic combination of both experimental and computational materials science research. NIST owns and uses environmental chambers to fulfill this mission. The owned environmental chambers were custom manufactured for NIST by Russells Technical Products to store samples/specimens under precise conditions. These procedures specify conditions so that data can be compared to data collected by other laboratories.� The chambers have been in use for research purposes since February 2012. It is imperative that the chambers are properly maintained to ensure scientific research is not negatively impacted. After manufacturing and delivering the custom chambers to NIST, Russells Technical Products authorized only one company, now known as Joynson Mechanical Services, LLC, to install and service the equipment. This contractor has performed all maintenance and calibration since 2012 and remains the only contractor capable of providing maintenance and calibration services. No other contractor is authorized or has the necessary proprietary information to service the custom equipment. Accordingly, only Joynson Mechanical Services, LLC is capable of meeting NIST's requirements. � Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
