- This is a notice of intent only. No offers are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR OFFERS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Description This is considered notification that The Veterans Affairs Network Contracting Office 1 (New England) intends to consolidate the Home Respiratory Care Services and Durable Medical Equipment (DME) Services requirements in support of the Department of Veterans Affairs New England Healthcare System (VISN 1). The requirement of Home Respiratory care Services was previously posted in Sources Sought notice 36C24119R0114 on August 8, 2019. Additionally, two sources sought notices (36C24119Q0442 issued July 11, 2019 and 36C24119R0078 issued June 13, 2019) were posted for the DME requirement. Subsequently, Solicitation 36C24120Q0013 was issued for DME and the due date was extended multiple times with no quotes received. Home Respiratory Care Services include home oxygen services to Veteran patients served by the eight VISN 1 medical centers and their associated outpatient clinics. Geographic coverage includes the six New England states and the state of New York (Where a VISN 1 patient may live). The Home Respiratory Care Program has a requirement to furnish home oxygen and respiratory equipment, conduct in-home pulmonary assessments and re-assessments by respiratory therapists, set-up/complete overnight oximetries and provide patient education. Durable Medical Equipment services include set-up, delivery, pick-up and storage to support Veteran patients served by the eight VISN 1 medical centers and their associated outpatient clinics. Geographic coverage includes the six New England states and the state of New York (Where a VISN 1 patient may live). Specifically, the pickup, delivery, storage and routine service/refurbishment of DME including Home Telehealth Technology devices where applicable. Supporting Information for Consolidation 1. Home Respiratory Care and DME services each require storage of Government provided equipment and delivery, set up and pick up of the equipment at patient residences throughout the same geographical area. 2. Both requirements service many of the same Veteran patient population. 3. The orders for all these services are based upon submission of a prescription submitted by a VA provider. These requirements will be consolidated under solicitation 36C24120R0014.� The measurably substantial benefits that are expected to accrue from this consolidation are as follows: Avoidance of duplication of Contractor effort and potential inconvenience to the Veteran with multiple home visits. One single point of contact for Veteran s home delivery needs. Minimal reduction in Government administrative costs for contract(s). Continuation of mission essential Veteran services that we have been unable to acquire separately. Enhanced competition as additional vendors are anticipated to participate in the combined solicitation which will benefit the VA by maximizing the contract price. In accordance with FAR 7.107-2, this notification serves as the Government's rationale for consolidating these requirements into one acquisition.� Currently, there are no small businesses performing services on the separate requirements to be consolidated.� Responses (Negative or Positive) are required by Friday, April 3, 2020 at 10:00 am, Eastern Standard Time.
