This solicitation notice for 36C24422Q0810 is for a total small business set-aside. Original pre-solicitation notice was posted to SAM.gov as an SDVOSB set-aside. STATEMENT OF WORK SERVICE CONTRACT: BOILER INSPECTIONS AND SAFETY DEVICE TESTING Scope: The contractor shall provide equipment, labor, tools, and materials to perform boiler inspections and safety device testing on the Philadelphia Veteran Affairs Medical Center (VAMC) boiler plant in accordance with the Boiler Plant Safety Device Testing Manual 5th edition and VHA Directive 1810. Background: VHA Directive 1810 states that boilers must be inspected annually, and safety devices must be tested on a semi-annual basis. Below is the details of the 4 boilers. The safety device testing shall be performed in June 2022 and December 2022. Contractor shall provide a schedule for proposed work and the schedule will be approved by the COR before commencing work. Contract shall be for 1 base year with 4 subsequent option years. Place of Performance: All work will be performed at the Corporal Michael J. Crescenz VA Medical Center, 3900 Woodland Ave. Bldg. #8 Philadelphia, PA 19104. Task and Requirements: The selected vendor/contractor will provide labor, material, and equipment necessary to inspect, diagnose, repair, and verify functionality of the boiler components. Boiler Inspections shall be completed utilizing GSA Form 349 Public Buildings Service, Inspection Report of Boiler. Safety Device Testing shall be completed utilizing Safety Device Testing Manual 5th Edition. All work shall be in accordance with any and all requirements set forth in VHA Directive 1810. Contractor shall provide a written preliminary report summarizing testing and inspection results within 24 hours of the performed work. Contractor shall provide a comprehensive final report and certification of the testing and inspections within 10 days of work completion. Reports will be in PDF format and submitted to the COR. Below is an example of the equipment and testing that will be required: Boiler Tubes Nipples Safety Valves Gauges Hose and pipe unions and connections Deaerator tank level alarms and overflow testing Deaerator steam pressure/ temperature control and safety testing Condensate storage tank level alarms and overflow testing Economizer s safety valve testing CO and combustible gas detection and alarm system testing Test plant and boiler emergency stop buttons and gas valves Adjust burner combustion settings and calibrate oxygen trim Check vibration of burner fans Calibrate instrumentation, monitoring, and control systems Calibrate pressure gages and thermometers High and low water alarm High-steam pressure cut-out (recycle) High-steam pressure cut-out (non-recycle) Steam safety valves lift test Steam safety valves (accumulation test at high fire) Flame scanner Check gas vent valve for leaks High-gas fuel pressure cut-off Low-gas fuel pressure cut-off Gas fuel safety shut off valves proof of closure Leak test gas fuel safety shut off valves High-fuel oil temperature cut-off (heated fuel) Low-fuel oil temperature cut-off (heated fuel) Low-atomizing pressure for fuel oil High-fuel oil pressure cut-off Fuel oil safety shut off valves proof of closure Leak test fuel oil safety shut off valves Check operation of Liquid Petroleum Gas pilot Low-pilot gas pressure cut-out Forced draft fan motor interlock Forced draft fan damper wide open for purge Boiler outlet damper wide open for purge Purge air flow interlock Timing for pre-purge Timing for post-purge Igniter timing Combustion tuning Low fire position interlock Combustion air interlock Main flame out, i.e., time to close valves Ignition flame out, i.e., time to close valves Minimum igniter flame test Scanner not sensing ignition spark Low-oxygen alarm and/or cut-out Pre-purge setting of flue gas recirculation damper Interlock of building outside air damper with burner controls Burner control Any other safety devices that require testing under VHA Directive 1810 Shutdowns: The contractor shall coordinate all work and system shutdowns with facility management and the boiler plant. The contractor shall perform all tasks during normal work hours. 7:30am until 4:00pm. Two boilers will be taken off-line for inspection while the other two boilers will remain online, then the process will be repeated with the remaining two boilers. The VA requires a 10-day period from notice of work to prepare the boilers for inspection or testing. Additional Repairs: For deficiencies found during inspections, prior to commencement of repairs, contractor must provide proposal to COR and CO for review and approval. A separate line item in this contract will be defined for these services. Competency: Contractor shall be technically competent to provide maintenance, testing, and repair services on Clever Brooks boilers and the ancillary equipment required for the operation of these high-pressure steam boilers. Other Criteria: The contractor will not have access to sensitive information during this service. All work shall be accomplished in accordance with OSHA, federal, state, local, VA directives, guidelines, codes, and regulations. Any damage caused by the contractor to VA property shall be repaired to match existing conditions at no cost to the VA. Contractor shall be responsible to make these repairs at their own expense. Contractor is responsible for the disposal of all waste and excess materials. Contractor shall not utilize VA waste containers to dispose of their waste and materials. Contractor is responsible for clean-up of the work site and to remove and dispose of all trash and debris from site. End of Document
