Description
This is an intent to sole source notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This announcement constitutes the only notice of intent to sole source and synopsis of proposed action. The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 21 intends to negotiate/award a sole-source contract to Owl Inc. The contract will be a 12 Month bridge contract with an option of extending the service for an additional six-month period. The statutory authority for this non-competitive acquisition is FAR 13.106- 1(b)(1)(i) as implemented by FAR 6.302-1. The North American Industrial Classification System (NAICS) code for this procurement is 485991, with a small business size standard of $16.5M, and the FSC/PSC is V119. The Department of Veterans Affairs intends to solicit and award a sole source bridge contract to provide special mode transportation services for qualified Veteran patients with special care and transportation needs. This transportation is to and from the San Francisco Veteran Affairs Medical Center (SFVAMC), Veterans residences, community nursing homes or any other authorized care facilities including the extended care facilities and the six outlying community-based outpatient clinics (CBOC), 365 days a year, 24 hours a day to include Federal Holidays. Historically, the Government has averaged approximately 150 trips per day to and from the SFVAMC and surrounding locations. The current contract expires July 31st, 2022, and services are still required. This 12-month bridge contract will ensure services continue past the current contract expiration and will allow adequate time for the long-term contract to be competed and awarded. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED. Interested persons may identify their interest and capability to respond to the requirement by 4:00 PM PST 15 June 2022 via email to jason.hill@va.gov. All responses received by the closing date specified herein will be considered by the Government, any response to this notice must show clear and convincing evidence that the responding company can provide the same services by the required date. However, a determination by the Government to not compete is solely within the discretion of the Government.
