- Description
- This is a SOURCES SOUGHT NOTICE for Market Research ONLY, to determine the availability of Service-Disabled Veteran-Owned Small Business (SDVOSB) firms for a potential SDVOSB category type set-aside procurement program. Pursuant to FAR 19.14 - Service-Disabled Veteran-Owned Small Business Procurement Program and VAAR Subpart 819.70 - Service-Disabled Veteran-Owned and Veteran-Owned Small Business Acquisition Program, if two or more responsible SDVOSB firms exist, and the government has a reasonable expectation of competition and that an award will be made at fair market, the contracting officer shall set aside the acquisition. If set-aside, Limitations on subcontracting and nonmanufacturer rule, Service-Disabled VeteranOwned Small Business Procurement Program, and Service-disabled veteran-owned small business set-aside procedures shall apply. All interested contractors having the skill, capabilities, workload capacity and ability to obtain bonding necessary to complete the described Scope of the project (either through self-performance and/or the managing of subcontractors) are invited to provide feedback via email. Your responses will be used solely for market research purposes of the Government use. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The Orlando VA Healthcare System (OVAHCS) is seeking professional design-build services to design and construct, for the project entitled: �Install Site Prep for Medical Waste Equipment, 675-22-815� located at the Orlando VA Medical Center, 13800 Veterans Way, Orlando, FL 32827. Contractor shall provide all Design-Build services including labor, materials, tools, and equipment as necessary to construct the project described below and other specific tasks as further defined by this RFP. All proposals are to provide construction services for this project. This project will prepare the site in order to install the required utilities for the new San-IPak On-site Treatment of Regulated Medical Waste (RMW) System. This includes electrical, domestic water, steam supply, condensate returns, and drainage. The contractor will be required to coordinate and work the phasing of this project with San-IPak. San-I-Pak is responsible for the installation of the equipment, once site preparation is completed. Construction containment shall be provided by the contractor and consist of barriers with all seams taped and sealed. Sticky mats shall be provided at the entrance to the containment area. A negative air mover with HEPA Filtration shall be placed within the containment area with a digital manometer to monitor the containment areas air space. Electrical: Contractor shall provide the following power: ? 3 Phase Power: 480V 40 Amp service is required for the San-I-Pak System. ? Single Phase Power: 120V 40 Amps service, or (2) 20 Amps circuits of the same phase is required for the San-I-Pak system. ? 3 Phase Power: 480V 125 Amp service is required for the Steam Generator. ? Single Phase Power: 120V 15 Amps service is required for the Steam Generator. Presolicitation Notice Presolicitation Notice Page 3 of 4 Water: Contractor shall supply One �� cold water supply line with a supply pressure of 25-60 PSI to the San-I-Pak system. The contractor shall install a pressure regulating valve (PRV) in the water line to ensure the ability to adjust the supply pressure in the line. Steam supply: The contractor shall supply a 1� steam supply line to the San-I-Pak system capable of maintaining a minimum steam supply pressure between 65-90 PSI. The contractor is responsible for providing an independent steam generator as the steam source. Water and power for the steam generator shall be provided by the contractor. Contractor shall provide a steam supply pressure gauge on such incoming steam supply line that is visible from underneath the San-I-Pak equipment. Condensate Return: Contractor shall install condensate line from the flash tank within the San-I-Pak equipment to the sanitary sewer trench drain through a 2� drain line. The San-I-Pak monitors the tank temperature and cools it down with the cold-water supply when the tank reaches 120 degrees F. The overflow is discharged to the sanitary sewer through the condensate line. Trench Drain: A sanitary sewer drain is available on site beneath the existing adjacent cart washer. A trench drain with grates shall be constructed from underneath the adjacent cart washer to the RMW System. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Offeror�s response to this Notice shall be limited to 10 pages and shall include the following information: � Offerors company name, Contractor�s Unique Entity ID. (SAM.gov UEI), Federal Tax ID, address, point of contact, title, phone number, and email address. � Offeror's capability to perform contracts of this magnitude and complexity and comparable work performed within the past 5 years in applicable NAICS code (236220) - Describe your self-performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project - provide at least 3 examples. � SDVOSB and VOSB and must be registered with VETS-4212, DOL website https://www.dol.gov/vets/vets4212.htm and verified at VetBiz website https://www.vip.vetbiz.gov/ with SDVOSB verified seal to be considered for this credit. The same applies for/with subcontractor. � Interested Offeror�s shall be registered with website SAM.gov � Offeror's interest in bidding on the solicitation when it is issued. � Offeror's Bonding Capability in the form of a letter from Surety. Presolicitation Notice Presolicitation Notice Page 4 of 4 All responses must be received by no later than 2:00 pm Eastern Standard Time, June 02, 2022. Responses from potential offerors having the skill, capabilities and bonding necessary to perform the above described project are invited to submitted requested data via email to Contract Specialist. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Simply responding as an interested party in SAM.gov doesn�t constitute your company as a source. Offerors shall provide the above requested information by the time and date specified to be considered as a source. After review of the responses to this source sought notice, a solicitation announcement may be issued on the SAM.gov website in the near future. Responses to the sources sought notice are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to the sources sought notice. All interested parties are reminded to be registered with the System for Award Management (SAM) at http://www.sam.gov prior to providing an offer/proposal to be eligible for award of Government contracts. ALL INTERESTED SDVOSB and VOSB FIRMS MUST BE REGISTERED IN VETBIZ.GOV AND VERIFIED BY VA CVE.
