The Rhino-laryngoscope is a flexible laryngoscope that enters through the nose for endoscopic diagnosis of the nasal and nasopharyngeal lumen. The unit comes with a flexible light cable and carry case. The current device was discontinued by the manufacturer in April 2020 and is no longer procurable by the government. Without the Rhino-laryngoscope, medical personnel will not be able to view upper airway of the warfighter during surgical procedures. USAMMDA expects to award multiple contracts (no more than three) for the procurement of a Rhino-laryngoscope, with all its components and accessories, packaged and packed securely in one self-contained hardened case with closed-cell foam. The Government seeks to purchase Six (6) total products (two per award). Up to three (3) Offerors best meeting the requirements outlined in this request for quotation (RFQ) will be selected to participate for First Article Testing (FAT). FAT will be performed by the Government to evaluate the device's performance against the minimum essential characteristics (MEC) and maintenance and sustainment for use in an austere environment including evaluation of training and ability for Army personnel to calibrate and repair the device in the field. The Government reserves the right to waive any part of FAT including the requirement of an Authority to Operate (ATO). One or more follow-on awards may be made from the product(s) that are selected as suitable replacements for the Rhino Laryngoscope after completion of the FAT. Reference the attached RFQ (W81XWH-22-Q-0070) containing a Statement of Need, and list of Minimal Essential Characteristics for details and instructions to offerors.
