Amendment 001 to Synopsis/Solicitation 22-63 is being issued to do the following: Update the JOFOC sole source vendor from Avnet, Inc. dba USI Electronics, Div. to Wind River Systems, Inc. New information regarding maintenance and support of End-of-Life (EOL) designated software has necessitated this change. Extend the required response time from 3:00 PM CDT on June 13, 2022 to 5:00 PM CDT on June 14, 2022. All other terms, conditions and attachments remain applicable and unchanged. Combined Synopsis/Solicitation for the National Aeronautics and Space Administration (NASA), George C. Marshall Space Flight Center (MSFC) Notice of Intent to Sole Source for Wind River Software License Renewal and Maintenance Solicitation Number 22-63 This is a combined synopsis/solicitation for commercial products and services, prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. No formal solicitation package will be issued. Solicitation number 22-63 is being issued as a Request for Quotation (RFQ) for the acquisition of proprietary Wind River software license subscriptions and long-term enterprise maintenance renewal packages (covers NASA existing software license numbers 681794, and 86046). This requirement consists of acquiring maintenance and support for existing VxWorks 653 Platform 2.3.0.1 and Simics 5 software, and purchase of an additional Simics 5 Express License (10 pack). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 effective 26 May 2022. IAW FAR 6.302-1(c)(1), the National Aeronautics and Space Administration (NASA), George C. Marshall Space Flight Center (MSFC) intends to award one (1) purchase order to and negotiate only with Wind River Systems, Inc. as the only known source of supply. However, all responsible sources may submit a capability statement for consideration by the agency. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This requirement is not being set-aside for small business. The applicable North American Industry Classification System Code is 513210, formerly 511210. The small business size standard is $41.5M. It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis to Wind River Systems, Inc., as a result of this synopsis/solicitation for the items identified in Attachment 1.� Prospective contractors who believe they can successfully fulfill the requirement must provide specific, detailed documentation to support such claims of abilities. The Government will review any submittals received in response to this notice prior to 5:00 PM Central Daylight Time (CDT) on June 14, 2022. It is requested that your quote remain valid through July 15, 2022. All documentation must be submitted via email to kathrena.r.haefler@nasa.gov and sadie.m.moulton@nasa.gov. Phone inquiries will not be accepted. Questions regarding this combined synopsis/solicitation must be submitted no later than June 8, 2022 by 12:00 PM Central Daylight Time (CDT) via email only to Kathrena Haefler at kathrena.r.haefler@nasa.gov. Applicable provisions, clauses and evaluation criteria are detailed in Attachment 3 � Terms and Conditions. �The full text of FAR provisions and clauses may be accessed electronically at https://acquisition.gov/far/. Offerors must be actively registered in the System for Award Management (SAM) to be eligible for award. Instructions for registration are available at https://www.sam.gov/SAM/. The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these items.
