Description
The Naval Air Warfare Center, Weapons Division (NAWCWD) at Point Mugu, CA intends to award an order off the Basic Ordering Agreement (BOA) N0001919G00029 on an other than full and open competition basis to Lockheed Martin Rotary and Mission Systems (LMRMS) located at 1801 State Route 17C Owego, NY 13827-3998. �This requirement is in support of the NAWCWD Airborne Electronic Attack (AEA) Integrated Product Team (IPT) SHEELD program, to provide engineering service to support SHEELD analysts in building fully functional Electronic Support Measure (ESM) Mission Data Loads (MDL), providing accurate emitter identification for loading into MH-60R and E-2C/D aircraft integrated ALQ-210, ALQ-217A, and ALQ-217D systems. In accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, LMRMS provides unique capabilities that are not available from any other source.� LMRMS is the original equipment manufacturer of the AN/ALQ-210/217 systems, and the only source with full data rights to provide Electronic Support Measure (ESM) systems installed aboard MH-60R and E-2C/D platforms. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893622R0026 and provide a capability statement that clearly indicates the firm�s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.� Submit written response by e-mail to Ms. Jennifer Felton at Jennifer.Felton@navy.mil. The solicitation or Request for Proposal (RFP) will not be posted to �SAM.gov. The RFP will be issued in accordance with the ordering procedure specified in BOA N0001919G00029.� All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/.�� Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO.� See the DLIS website for registration details: http://www.dlis.dla.mil/jcp/.
