Description
Regional Procurement Office (RPO) East Research and Development Contracting Division intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Oklahoma Medical Research Foundation (OMRF) for summer research program support for the Oklahoma City (OKC) VA Health Care System. OMRF has had a summer research program for undergraduate students known as the Fleming Scholars Program for more than 70 years with several hundred students having attended. In cooperation with the OKC VA, a program specifically for Langston students was established in the summer of 2021 in which 8 students, including 3 at the OKC VA, participated. Building on that collaboration, the OKC VHA requires the same expert research services from OMRF in support of its Diversity Equity Inclusion (DEI) Grant Award summer program. The overarching hypothesis is that early opportunity and experience in research will attract historically under-represented students to medicine and biomedical research field. Through collaborative effort between the VA and OMRF, the program will provide experience with VA investigators at the OKC VA in which students will perform hands-on research with their respective mentors as well as receive formal education via 2-week intersession course at Langston University prior to attendance at the OKC VA, for the which they will receive academic credit. This is a notice of intent and is not a request for competitive quotes; however, any responsible source who believes they are qualified to meet this unique need may submit a capability statement to the contracting office no later than Friday, June 17, 2022, 11:59 AM EST. Interest/capability statements may be sent to Millicent Covert at millicent.covert@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
