- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106(b)(1), with Rotronic Instrument Corporation (Process Sensing Technologies) located in Hauppauge,�NY a purchase order for Rotronic Humidity Generator (Part Number: HG2-S-SET and HG2-XL) with a supplemental unit with calibration services for a base year plus four option years. The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will statisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation.� The Government intends to utilize the authority under the Federal Acquisition to Rotronic Instrument Corporation (Process Sensing Technologies) located in Hauppauge,�NY. Sole Source Justification: Rotronic developed its humidity chamber to interface directly to their probes using and imbedded copy of the HW4-P firmware to speed their delivery of the commercial sensors. These HG2 humidity chambers provide a programmable routine to input up to 100 test points, set the chamber to these setpoint, monitor for the stability of the probes under test, and then adjust the calibration curve setpoints in the probes automatically. The chambers will even produce and pdf data sheet of the results of the test. These chambers are available as a commercial product to the general public. No other manufacturer of humidity generators imbeds the proprietary Rotronic HW4-P firmware into their systems to accept direct readings of the Rotronic probes output and adjust the calibration curves. The chamber configuration being purchased will allow the NDBC to automatically adjust the calibration curves on 14 Rotronic HC2 probes in under 2.5 hours including the test setup (installing probes in the chamber). This will save over 11 hours of labor time per cruise to adjust probes being reused from a previous deployment. Further, moving the probe adjustment portion out of the previously used generator frees this chamber up to run the verification test of the calibration adjustment of more probes. This special notice is not a request for competitive offerors and no solicitation package is available. However, firms that believe they can provide this supply may submit substantiating documentation in writing within fifteen business days of this notice. Responses can be sent via e-mail to Abigail.green@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to Rotronic Instrument Corporation (Process Sensing Technologies).� The Government will give preference to all US manufactured products. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov).
