- GENERAL REQUIREMENTS 1.1� BACKGROUND:� Naval Facilities Engineering Systems Command (NAVFACENGSYSCOM) is responsible for providing a Maintenance Agreement and continuous upgrades to their existing Physical Security Control System (PSCS).�� The PSCS was manufactured, customized and a design-build project. �SCOPE:� In support of the NAVFACENGSYSCOM, the contractor shall provide a maintenance agreement and continuous upgrades to their Physical Security Control System (PSCS) consisting of Video Surveillance, HSPD-12, compliant Access Control, Badging Equipment, Intrusion Detection System, and Communication Systems for Buildings 33, 36, 39, and 109 at the Washington Navy Yard, DC, to include the front office and OJAG spaces.�� 1.3� OBJECTIVES The PSCS for NAVFACENGSYSCOM was designed to fulfill its security requirements for a PSCS. The PSCS is composed of different components (servers, workstations, software, software support agreements, network architecture, switches, analog and IP cameras, IP video appliances, card readers, power supplies, etc.), and other peripherals have been uniquely designed for NAVFACENGSYSCOM in order to satisfy its security requirement with capability to migrate its security infrastructure to meet the new Federal Government Mandates, such as HSPD-12. Other components of the overall system being manufactured are devices and sensors to build a facility protection infrastructure to meet other mandates that include HSPD-8, HSPD-5, and to adapt into upcoming recommendation constantly coming out by the Federal Government. The contractor shall provide a maintenance agreement and continuous upgrades for NAVFACENGSYSCOM Physical Security Control System (PSCS) and infrastructure initiatives while meeting requirements and mandates, and covering the Scope identified above, with no down time and/or interruptions in service.� Contract is for one (1) year.
