Description
The purpose of this Request for Information (RFI) is to identify potential providers of state-of-the-art (SOA) high frequency recording data acquisition (HF DAQ) systems for the Air Force Research Laboratory Rocket Propulsion Division (aka AFRL Rocket Lab, AFRL/RQR). AFRL�s mission is to conduct research, exploratory and advanced development programs in scientific and engineering areas related to rocket and space propulsion. For this RFI the focus is on testing of advanced rocket propulsion systems and recording high frequency test data for further analysis. Desired high frequency data acquisition features: System Surface mount components, shock mounted drive bays, high capacity fans, and positive subassembly mechanical restraints in a shock resistant housing for maximum reliability, even under adverse conditions. Recording Provide three recording modes continuous, timed, and timer modes, each with a remote control option. The Continuous mode acts like a standard data acquisition system: push a button to start and stop a data collection session. The timed mode provides you with a fixed time record duration after you push the record button. Timer mode lets you record a fixed duration after a fixed time interval. This is perfect for quality control test requirements, where you would like to log data periodically for the product under test. The remote control feature lets you work in any of the above modes when you supply an external trigger pulse. Individual Analog to Digital Converter (ADC) per channel. If any one ADC might fail, neither the operation nor data integrity of the remaining channels will be affected. The system has selectable: differential amplifier, anti-aliasing linear phase filter (minimum of four cut-off frequencies), and post ADC digital filters. Multiple HF DAQ must be capable of master/slave configuration to gather data synchronously on up to 256 channels at high bandwidth. Automatically incremented file extension when saving test data files to prevent overwriting previous test data. In addition to the standard solid-state 5TB hard drive with operating system and a removable data hard drive. Real Time Monitor and Measure While the data is being gathered, you can view a combination of 4 distinct displays to monitor the signal of up to 8 channels. Ability to look at all the channels simultaneously, select the bar chart mode which lets you view the signal strength of all the channels with peak hold capability to notify you of any transient activity. Two time domain displays are provided: the digital voltmeter monitors DC levels, and the oscilloscope display provides a graphic view of signal activity. A power spectrum density display lets you look at the signal in frequency space for vibration, sonar, and acoustic monitor applications. In addition, preset load displays provide the ability to quickly scroll through all the channels, eight at a time, to verify signal integrity prior to or during recording, between cursors, plus RMS and average values. Optional programmable discrete outputs of RMS values exceeding thresholds. Playback and Analysis Data can be played back instantly after recording. After selecting a file, use the bar chart, voltmeter, oscilloscope, and power spectrum density display options to play back the data in time or frequency domain. Cursors are available for quick measurements, similar to the real time monitor. To extract the information needed for data analysis, utilities to export files to a wide selection of advanced signal processing formats, including DADiSP and MATLAB, but not limited to. Setup, Configuration, and Backup User selectable sample rates, from 100 samples per second (SPS) (40 Hz bandwidth) to 200 KSPS (90 kHz bandwidth) or higher. Each input is capable of sampling at 2.5 times the filter cutoff point. Oversampling selections of 5 and 10 times the selected filter cutoff. A pre-test zero can be specified to record the DC offset of the input channel and can be used to eliminate offsets, similar to a tare (or zero) function. Acquired data can also be accurately synchronized to external events using IRIG time options. HF DAQ records all operating parameters and notations as a permanent part of the recorded data. These parameters and notes are saved in a comprehensive parameter file for future reference. If a test needs repeating, any of the files can be loaded so you won�t have to manually enter the system�s setup parameters. Also, an ASCII spreadsheet file can be imported from your master test configuration file to automatically set up the system. Optional, upon power-up the units will perform a system health check, including self-calibration is also saved in the report. Network Ready HF DAQ is network ready which allows for downloading data at high speeds for processing or remotely control data acquisition operations via LAN from a host server or remote site. Other available options ADDITIONAL SUBMISSION INFORMATION: The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. While the Government intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. All information received in response to this RFI shall be safeguarded adequately from unauthorized disclosure. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking white papers or proposals and will not accept unsolicited white papers or proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Failure to respond to this RFI does not preclude participation in any future associated request for proposal or white papers that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the System for Award Management (www.sam.gov). It is the potential vendor's responsibility to monitor this site for the release of any follow-on information. Written responses should target maximum of five (5) pages in length for each of the Responsive Scenarios included in the RFI.
