- 8th CST BWA Training Michael Furtney Contract Specialist USPFO, Colorado (720) 250-4038 michael.b.furtney.civ@army.mil This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6 and supplemented with additional information included in this notice.� This solicitation is issued as a request for quotes (RFQ) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2022-06.� Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text.� The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at Acquisition.GOV | www.acquisition.gov.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� The solicitation W912LC-22-Q-0057 is issued as a request for quotation.� The Colorado Army National Guard will be awarding a Firm-Fixed Price Contract for Biological Warfare Agent (BWA) Training This procurement is 100% set-aside for _ Small Business NAICS Code 611519, $18.5M Solicitation Closes: Wednesday 6 July 2022 at 6:00am (Mountain) All quotes must be received electronically by email to michael.b.furtney.civ@army.mil by the closing date and time.� All questions must be emailed to the email address listed above. Questions must be submitted no later than Friday, 24 June 2021 at 6:00am (Mountain).� Answers to the questions will be posted 28 June 2022. Award Information:� All responsible quotes received by the closing date and time will be considered for award.�� To be eligible for award for this solicitation, the offeror must be registered in the System for Award Management (SAM) at (www.sam.gov) at time of contract award.� The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be more advantageous to the government in accordance with FAR Part 13.106-2 Evaluation of Quotes. Award will be made on the basis of the lowest evaluated price of quotes/offers meeting or exceeding the acceptability standards or minimum requirements (Lowest Price Technically Acceptable). Item Description, Quantity, UoM , Unit Price, Total price (Unless otherwise specified) STATEMENT OF WORK (SOW) For 8th CST BWA Training The contractor shall provide all required personnel, equipment, tools, materials, supervision, and quality control necessary to perform and execute a field training exercise. Provide personnel for simultaneous operations at three different training locations on the same day in Durango, Colorado area to facilitate a field training event for three Civil Support Teams.� Service Contract Act: The service contract act applies to this contract.� The following Department of Labor (DOL) Wage Determinations are applicable to this contract and are located in attachment J.� This determination supersedes previous wage determination versions: WD 2015-5419 (Rev.-20) Dated:� 3/15/2022 The North American Industry Classification System (NAICS) code assigned is 611430 and the Product Service Code is U099. Period of Performance 08-12 August 2022 Place of Performance Durango, Colorado On-site Locations: The three training locations are the Ft. Lewis College at Hesperus, Sky Ute Fair Grounds and La Plata County Jail located in Durango, Colorado area.� All are accessible by hard-packed and concrete roads which shall support the transport of equipment and personnel. Government will provide a strip map once contract has been awarded Parking is available for support staff at locations of training events. Requirements The following services are required: 09-11 August 2022: One (1) two-hour classroom training with three CST teams and invited local first responders (80 PAX) on biological agents from the selected biological warfare agent list that is public knowledge. The processes used to detect / identify / mitigate biological threats, and recent threat assessment intelligence brief tailored to bio threats impacting Colorado. One (1) overarching biological warfare agent (BWA) full mission profile training exercise spread over up to three (3) physical locations and containing three (3) complete BWA production laboratories, to occur in greater Durango, CO on August 9, 2022. FTX will be turn-key, with contractor providing the exercise scenario, technical builds, and appropriate samples for analysis by survey and/or ALS instrumentation.� The contactor will coordinate with the Department of Energy (DOE) on implementing a radiation source into the scenario at up to two of the three training locations.� The DOE will be providing all radiation sources and storage facilities throughout the duration of the exercise.� The contractor will facilitate the readiness level of the 8th, 64th, and 91st CSTs in accordance with DTMS Combined Armed Training Strategy (CATS) Civil Support Team Mission Essential Tasks. Each participating CST will have its own complete lab to perform CST operations and METL tasks, in addition to communicating and coordinating with an overarching incident commander. The contractor will provide a summary of T&EO tasks for each team during the AAR.� Proposed Timeline Day 0, 8 August 2022 � Deploy to Durango, CO Day 1, 9 August 2022 � Biological Warfare Agent Overview & FTX Setup Day 2, 10 August 2022 � Multi-CST BWA Day 3, 11 August 2022 � Conduct� AAR Day 4, 12 August 2022 � Deploy to home station Emergency medical support for all Colorado National Guard Service Members participating in the training event will be provided by the medical staff of the three Civil Support Teams and/or emergency medical staff in Durango, Colorado. The contractor is responsible for any emergency medical support for their employees that are putting on the training event.� All medical treatment expenses for the contractor will be billed to the Individual�s perspective insurance and the Colorado National Guard will not be liable for any expenses incurred for medical services rendered. Total personnel onsite at any given time will be between 70 and 80 Service Members, local first responders, and trainers. Conduct an After-Action Review (AAR) with the command prior to the close of the training. The overall training sites are open and contain several structures that can be utilized to conduct training.
