- Updated Inactive date for presolicitation notice to 14 June 2022. Solicitation is posted. Please search using Notice ID: W911KB22B0002. This is a presolicitation notice only for Elfin Cove Dredging, Elfin Cove, Alaska. Offer or bids will not be accepted for this notice. ��This solicitation will be a Total Small Business Set-Aside Procurement. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and the anticipated download availability date for this solicitation will be June 2022. Access to the documents will be through a link on the Sam.gov website: http://www.SAM.gov/. Use the Search function and use this solicitation number to Search by Solicitation/Award Number. Any future amendments to the solicitation will also be available for download from the SAM.gov website. The Contractor shall comply with commercial and industry standards as well as all applicable Federal, State, and local laws, regulations, and procedures. The Construction Wage Rates (formerly Davis-Bacon Act) will apply. This project is contingent on availability of funds. If the project is cancelled, all bid preparation costs will be borne by the offeror. All offerors are advised that they must be registered in SAM.gov (http://www.SAM.gov/) in order to receive an award. Joint ventures must also be registered in SAM.gov as a joint venture. Offerors are advised to begin this process when they prepare their bids in order to ensure registration is in place should they be selected for award. The North American Industrial Classification System (NAICS) code will be 237990 - Other Heavy and Civil Engineering Construction, which has a size standard of $32.5 Million. The estimated award date of this contract is late July 2022. DESCRIPTION OF WORK: The project is to perform pre- and post-dredge surveys, dredging of the two navigation channels in Elfin Cove, and disposal of the dredged material in a designated open water site. The total estimated quantity to be dredged, including two feet of over-depth, is approximately 7,300 cubic yards. A geophysical survey in 2018 characterized the material to be dredged as a thin (up to two feet thick) layer of loose sediments over consolidated, glacially-derived sediments including cobbles and boulders. Bedrock may also be encountered in the dredge prism; however, no in-water blasting shall be used to accomplish the work and rock outcrops that cannot be removed by mechanical means will remain in place. All dredged material shall be transported and disposed in a designated open water site located in Port Althorp approximately 4 miles south of Elfin Cove. The work period is anticipated to begin 1 October 2022 and be completed no later than 30 April 2023. All work shall be accomplished in a manner that minimizes disruption to boat traffic within Elfin Cove.
