Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)������� The solicitation number is 75N95022Q00244 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures-Simplified Procedures; and FAR Part 12�Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold.� (iii)������ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-06, with effective date May 26, 2022. (iv)������ The associated NAICS code 621511 and the small business size standard is $35 million. No set-aside restriction is applicable. (v)������� This requirement is for the following services: Single cell RNA Sequencing (SortSeq). (vi)������ The purpose of this acquisition is to perform single cell RNA sequence in hematopoietic stem cells (HSCs) to reveal the HSC changes with aging in human. HSCs normally reside in bone marrow (BM) but can be detected in the human peripheral blood (PB). PB HSCs are very scarce under steady-state conditions, and human HSC aging has not characterized as extensively. We have obtained human PB and BM samples through the Gestalt project to reveal the HSC difference between PB and BM, and the HSC changes with aging in human. (vii)����� Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to provide pre-prepared 30 of 384 well plates to our lab. NIA will perform the plate sorting using human BM and PB samples, then the contractor shall generate genome library preparations from single-cell in 384 well plate. NIA have 8 plates remained in their pilot experiment. These 38 libraries will then be sequenced on an Illumina platform to 150,000 raw reads per cells. In order to complete the necessary side by side comparisons of previously obtained date with future data on this research project, it is imperative the new data seamlessly integrates into an existing data set. The contractor must be able to provide data that is completely harmonious with extant data. The contractor shall provide FASTQ files as a resultant read out of the libraries provided so the data can be analyzed in conjunction with prior library/sequencing generation. (viii)���� The Government anticipates award of a firm fixed-price purchase order for this acquisition. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) past performance [see FAR 13.106-2(b)(3)]; (iii) price. Technical and past performance, when combined, are significantly more important than price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
