Description
A. Background:�Washington Headquarters Services - Acquisition Directorate (WHS AD) has a requirement for monitoring and maintenance of Modular Secure Panel Systems that are accredited as a Sensitive Compartmented Information Facility (SCIF). The Government intends to negotiate�a sole source contract award to Squadron Defense Group (SDG) (999G Shenandoah Shores Road, Front Royal, VA 22630) under the authority of FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� SDG�s Secure Panel System is a proprietary product.� As such, it has been identified as the only qualified source that can maintain its product. The Government anticipates award of a hybrid labor-hour and firm-fixed-price contract. The estimated period of performance is from July 1, 2022 through June 30, 2027. This period of performance includes a 12-month Base with four (4) 12-month options. This requirement is under North American Industry Classification System (NAICS) Code: 238210 � �Electrical Contractors and Other Wiring Installation Contractors� with a Size Standard of $16.5M. THIS IS A NOTICE OF INTENT ONLY.� This notice is solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) nor does it commit the Government in any way. The Government is not seeking proposals nor will unsolicited proposals be accepted. Interested parties are advised that the Government will not pay for any information nor will it reimburse any costs incurred; all costs associated with responding to this notice will be solely at the interested party�s expense.� B. Scope:�The contractor shall provide Modular Secure Panel System Support Services to include: Conducting site surveys to determine possible size, location, and installation of a modular secure panel system Conducting site surveys of electrical, HVAC and lighting systems Maintenance of modular secure panel systems (including systems not covered by an active standard warranty) Continuous monitoring (24 hours a day, 7 days a week) of installed secure panel systems.� Ensuring that all secure panel systems are in compliance with National Security Agency (NSA) TEMPEST certification requirements and Intelligence Community Directive, Number 705 (ICD 705), including standards for residential use Providing secure storage for uninstalled systems Security Requirements: For this requirement, the contractor is required to possess and maintain a TOP SECRET Facility Clearance prior to contract award, and for the life of the contract. Contractor personnel are required to possess and maintain a Top Secret/Sensitive Compartmented Information (SCI) Clearance prior to contract award, and for the life of the contract. C. Capability Statements:� Any firm that wishes to be considered for this requirement may submit a Capability Statement that demonstrates its ability to meet all the requirements described in Section B above.� Capability Statements are limited to 5 pages; 12-pt font size; left justified; and one inch margins all-around. Documents shall be in MS Word or PDF format. No Zipped files will be accepted. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. �At a minimum, responses shall include: Company Information: (Company Name, phone number, DUNS, CAGE Code, POC information, website, etc.) GSA Contract(s): contract numbers Company�s size and socioeconomic status Evidence/documentation of current TOP SECRET Facility Clearance A statement as to whether the company currently has personnel who possess and can maintain a TS/SCI Clearance Description of your company�s capabilities as they relate to the services described in this notice A description of your company�s previous experience providing the services described in this notice, including experience in ensuring TEMPEST and ICD 705 compliance A description of any teaming/subcontracting your company anticipates utilizing in support of this requirement Any other relevant information that is not listed above which the Government should consider in finalizing its market research and acquisition strategy.
