- PART: U.S. GOVERNMENT PROCUREMENTS AFTC/PZZD Directorate of Contracting, 5 South Wolfe Avenue, Edwards AFB, CA 93524 SUBJECT:� Viasat TOES, ARMS, and LEGS Software Renewal REF NO.:� F1S0AW2131A001 This is a synopsis of contract action (SOCA); this is not a solicitation for a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZD will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this SOCA or any follow-up information requests. The purpose of this SOCA is to notify industry of the USAF�s intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.) please do not request a copy of solicitation, as one does not exist. The AFTC Contracting Directorate (AFTC/PZZD), Edwards AFB intends to issue a sole source, Firm-Fixed Price Contract under the authority of 10 United States Code (USC) 2302(b), as implemented by FAR 13.106-1(b)(1)(i) and AFFARS 5313.501 to Viasat, 6155 El Camino Rd, Carlsbad CA, 92009. The applicable NAICS is 541511 with a size standard of $30.0M dollars. The following is a brief description of the acquisition requirements: The Operational Environment Simulator (TOES), Amalgamated Remote Management System (ARMS), and the Link 16 Environment Gateway Stimulator (LEGS) Annual Update Software Subscription TOES Annual Software Update Subscription ARMS Multiple Systems Annual SW update subscription for Users w/ 4-10 Licenses LEGS-E SW Upgrade Subscription Base year ������� 01 Aug 2022 - 31 Jul 2023 Option year 1�� 01 Aug 2023 - 31 Jul 2024 Option year 2�� 01 Aug 2024 - 31 Jul 2025 Option year 3�� 01 Aug 2025 - 31 Jul 2026 Option year 4 � 01 Aug 2026 - 31 Jul 2027 FAR 52.217-5 Evaluation of Options As prescribed in 17.208(c), insert a provision substantially the same as the following: Evaluation of Options (July 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government�s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). (End of provision) There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government�s requirement. In addition, the response should include verification of the Offeror�s Representation and Certifications�Commercial Items in accordance to FAR 52.212-3. If the offer does not have a copy of this provision, go to http://www.sam.gov/ to load required information. Any response received without completing this registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e. Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR part 12. All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. Responses must be received no later than (NLT) 08:00 a.m., Pacific Standard Time, 23 Jun 2022.
