- The U.S. Army Corps of Engineers, Engineer Research and Development Center intends to issue a request for proposal (RFP) to provide Cyber Security Support Services for the High Performance Computing Modernization Program (HPCMP). THIS IS A PRESOLICITATION NOTICE ONLY, OFFER OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE.This solicitation will be an 8(a) competitive set aside procurement. Any resulting contract will be firm-fixed priced. Access to the solicitation documents will be through a link on the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (https://piee.eb.mil). . Use the solicitation number to Search any future amendments to the solicitation will be announced in the PIEE website.This project is contingent on the availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All offerors are advised that they must be registered in SAM (https://www.sam.gov/) in order to receive an award. Joint ventures must be registered in SAM.gov. Offerors are advised to begin this process when they prepare their proposal to ensure registration is in place should they be selected for award.The contractor will provide the necessary expertise to provide engineering, design and development of tools and processes through the examination and establishment of new methods for cybersecurity deterrence, protection, detection, and adaptation using advanced cybersecurity assessment techniques, as well as to provide services for the evaluation of large-scale cyber data sets using advanced and predictive analytics.
