- Questions and Answers for RFQ# 36C24822Q1136 On Page 4 and 5 of 17 Price schedule: J063- Maintenance, Repair and Rebuilding of equipment- Alarm, Signal, and security detection is for. It is unclear as to what the maintenance is for or when it needs to be done . If it is for yearly maintenance, why would this be necessary because the Far states that a year warranty is required for new products. Please provide better description of when and how the maintenance agreement is to be accomplished. Answer: This is not a new install/considered construction, it is a like for like replacement (one-time). Maintenance/repair will be provided during the warranty period if required. Page 6 of 11 second paragraph: License/permits to preform work in the state of Florida. I can only assume that this project is on property owned by the Federal Government, inspected by the Federal Government and that it is funded by the Federal Government so why would any state of Florida licenses be necessary? Answer: This is considered federal property and is the responsibility of the agency to meet or exceed local requirements. Page 3 of 11, II Scope: Please clarify if the Service Report is to be left with the CO during the construction phase or the warranty phase? Please provide a sample of this document. Answer: This documentation will be provided to the Contracting Officer Representative (COR). Installation documentation/warranty paperwork is used by the VA and attached to the Preventative Maintenance (PM) program. It is the manufacturer s installation instructions/PM procedures/recommendations. Page 4 of 11 Replacement/upgrade, item a and b: Item a: This line shows that a sight visit can be scheduled 48 hours in advance but on pages 16 of 17 under Wage determination is states a site visit is scheduled for June 14, 2022, at 8:00 Am EST. Can a site visit be scheduled outside of the planned site visit? Item b: Is this Replacement/upgrade procedure to be provided by the Government or the contractor? This line item needs better clarification. Answer: Item a: Site visit was added to the solicitation (14 June 2022 @ 0800) negating the need for the 48 requirements. Item b: The entire requirement is to be accomplished by the selected vendor. Page 6 of 11 Performance Requirements item h: In this paragraph it states OSHA Standard 29CFR 1910/1926 and goes on to state that the contractor shall provide documentation demonstrating that all instruments, test equipment, tools and PPE possess current calibration and safety inspections. Dated calibration and safety inspection labels shall be visible on all equipment as applicable. Please clarify how construction tools such as screw drivers, drills, plyers, hammers, and other battery powered tools can be calibrated to meet this requirement? Answer: This statement is used in contracts to ensure the vendor is safely using the appropriate tools for the required job. Page 10 of 11 item 11. Training: This paragraph pertains to VHA-Records management training but is has no mention of how to obtain this training. Please clarify who is required to take this training, how long it will take and how to obtain this training? Answer: As stated in the PWS, All Contractor employees assigned to this contract who create, work with, or otherwise handle records are required to take VHA-provided records management training. This virtual training course is estimated to take one (1) hour to complete; the COR will coordinate with the VA Privacy Office to help set up the Talent Management System (TMS) accounts for the contractor once the award has been made. Page 17 of 17: The first paragraph states to the requirements for COVID protocol, it states that venders will be asked to wear masks and safety goggles to eater a facility. Is this a requirement of everyone who enters the VA at this site, that would include medical staff and patients? Answer: Yes. This solicitation has no mention of how to invoice or get paid for this project, please provide this information. Answer: Once the requirement has been completed and signed off by either the COR or a Facilities Management Service Supervisor, all invoices will be submitted through our 3rd Party Invoicing System Tungsten in Austin, TX. Page 7 of 17 (x): This line states that Provision 52.212-3 is required but not provided in the solicitation, please provide this as an incorporated part of the document. Answer: Provision 52.212-3 Offeror Representations and Certifications -- Commercial Products and Commercial Services (MAY 2022) is hereby incorporated into the Combined Synopsis/Solicitation for RFQ# 36C24822Q1136. Page 5 of 11 (h) Unscheduled Repairs and Emergency Services: This paragraph states that there is to be a technical maintenance rep that responds by telephone to the VA within 1 hour of a call and the contractor shall arrive within 2 business hours for the original call and have 24 business hours (3 days) of original call. This line item is not on the price Schedule and will require better clarification as to what the VA is trying to accomplish with this line item. This solicitation jumps around as to what the requirements are, and it is very unclear other than remove and install new gate operators with safety products as to what the VA is trying to accomplish. Answer: Facilities Management Service incorporates this Unscheduled Repairs and Emergency Services verbiage on all Statement of Work (SOW) and Performance Work Statement (PWS); for this specific requirement, this will require no warranty work/no emergency services. Please confirm that the SDVOSB will be required to always have an employee onsite to oversee the replacement of the operators. Answer: See section D. PERFORMANCE REQUIREMENTS, item b) of the PWS. Are the Two gates (gates 3 and 7) with traffic lights required to have loops put in. (there are currently no loops now)? Answer: See section 2 Scope of the PWS. Do the traffic lights need to be tied to these two gate locations (Gates 3 and 7)? Answer: No. Will Video/intercom with release button need to be hardwired or can a wireless bridge network be sufficient? Answer: Wireless bridged network. Does the gate located in the contractor laydown area (off of 131st Ave) need to be included in this contract? Answer: Yes, please see revised PWS which includes Gate 11 (Total of 10 Gates).
