- Requiring Activity: Army Communication Electronic Command (CECOM) Software Engineering Center (SEC) Contracting Office: Army Contracting Command � Aberdeen Proving Ground (ACC-APG) The purpose of this SAM.gov notice, is to obtain feedback from Industry for refining the requirement description of an upcoming contract award. This SAM.gov notice is in effect a very rough copy draft Request For Proposal (RFP). (Please note the Government is not seeking proposals at this time, just recommendations for better defining the requirement). Industry responses will be considered for refining the requirement description and acquisition method. Providing feedback will not affect an interested party�s capability or evaluation in later proposing to the official solicitation. The acquisition method and contract type, requirement size ($ value, labor positions, length of contract in years), and other requirement details are current estimates and may change. The Government will not provide compensation for provided feedback to this SAM.gov notice. The Government is planning to compete a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Cost Plus Fixed Fee (CPFF) Services. Task Orders (TOs) placed under this IDIQ will be: Level-Of-Effort (LOE) -Term TOs for continuous support �System Sustainment� of existing programs/systems, and �Completion� -type TOs for one-time desired-end-state �System Development� projects. Please see the requirement definition documents attached to this SAM.gov notice for details. The Government would like to request feedback in the following areas, though certainly industry is encouraged to submit other questions/recommendations: Is the current requirement definition documentation sufficient for an interested vendor to submit a cost/price proposal when the official solicitation is released? How can the Government improve the requirement definition? For budget planning purposes, the Government is estimating the average fully-burdened annual cost (1,920 labor hours per year) per labor position at $200,000.00. Is this amount realistic (too high or too low), and why?
