�Description & Purpose 1.1��� The National Geospatial-Intelligence Agency (NGA) in support of the Needs and Collection Management (NCM) Integrated Program Office is providing a special notice update on Collection Matching Data Fabric (formerly Relationship Storehouse).� NCM has changed the name of this program from Relationship Storehouse to Collection Matching Data Fabric (CMDF).� NCM has also changed the previous Statement of Work (SOW) to a Performance Work Statement (PWS) and has rewritten major components of the document.� This special notice is to provide an update to Industry on the PWS changes. 1.2��� THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. 1.3��� The purpose of this special notice to the RFI is to provide an opportunity for Industry to offer feedback and recommendations on the revised PWS and requirements. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This RFI does not commit the Government to contract for any supply or service whatsoever.� Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals.� Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.� All costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� BACKGROUND The purpose for this special notice to the request for information (RFI) is to gather feedback and comments on the revised PWS as well as recommendations for artifacts or additional information that would support Industry�s response to meet NGA�s requirements. This special notice update to the RFI is meant to achieve these goals: Gain feedback from Industry and any other relevant stakeholders on CMDF. �Gain feedback on additional documentation and artifacts that may support the requirements of the PWS. Collect feedback to understand industry partner capabilities and recommendations for performance metrics outlined in the PWS that address growing volume and complexity of information needs. Better understand how industry partners are positioned to address DoD and IC missions and the market of suppliers across unclassified and classified domains in order to find the content and services that best meet customer and user needs. Leverage feedback on the latest commercial platform tools and capabilities available in the current marketplace. CMDF will deliver a data fabric construct connecting user needs to GEOINT suppliers, formed by interacting with disparate data currently generated by a variety of enterprise tools and technologies. The data fabric will function as a unifying data and business logic overlay spanning the NCM architecture. The new data fabric construct enables substantial workflow efficiencies by quickly aligning registered GEOINTGEOINT suppliers against collection requests.� It will incorporate Artificial Intelligence (AI) / Machine Learning (ML) within the matching algorithms and within all the telemetry logic.� The incorporation of deep learning analytics into the data fabric structure will provide analysts with more efficient supplier allocation decisions, resulting in higher probability of meeting their analytical intent.� CMDF-delivered capabilities will be designed to accommodate all GEOINT suppliers including commercial, national, and other emerging sources. CMDF will also enable the ability to measure mission utility based on allocation decisions through the use of business analytics and simulations to improve future needs to supplier allocation decisions.� This information will enable NCM trending, diagnosing, and refinement of decision processes across the supply chain. The primary purpose of CMDF is to stand up the data fabric construct and infrastructure in an enterprise framework (such as CORE). Needs and Collections Management�s (NCM) mission is to provide options to increasingly complex intelligence challenges by connecting users to people and solutions, leveraging existing and emerging Geospatial Intelligence (GEOINT) sources and services. NCM will provide an end-to-end capability for customers who require GEOINT to support a mission or analytic need to discover, request, and recover NGA products. Today, GEOINT producers have sources that are more diverse, and consumers have increasingly demanding and complex problems; GEOINT must answer intelligence questions, forecast adversary behavior, and provide operational information faster, with higher quality, and across a broader range of mission areas. Historical approaches are no longer sufficient to address modern or future GEOINT demands.� The future approach to GEOINT will rely on people and technology to leverage a rapidly growing cross-domain and diverse GEOINT supplier market enabling greater flexibility to analysts to solve problems in unique ways. The long-term result will be a more informed GEOINT consumer who is able to operate with a decision advantage. 2.1��� Planned Acquisition: See attached Performance Work Statement �������� SOW to PWS Changes: Changed Section 1.1 Removed Section 1.3 System Overview Revised Section 2.0 Scope Added Section 2.1 � 2.6 Revised all of Section 3.0 Moved Security to Section 4.0 Changed numbering for General Requirements to Section 5.0 Changed numbering for Deliverables to Section 6.0 2.2��� Performance: See attached Performance Work Statement, Section 3.0 2.3��� Security Requirements: See attached Performance Work Statement, Section 4.0 2.4��� Organizational Conflict of Interest:� This acquisition is for software integration services.� In accordance with FAR Part 9.5, please discuss any performance which may lead to an OCI and how the Offeror would mitigate, avoid, or neutralize the conflict. �Requested Information Responses must only contain UNCLASSIFIED information and be marked �UNCLASSIFIED� on all pages in both the header and footer.� No classified information may be included in your response. Neither proprietary or classified concepts, nor classified information should be included in the submittal.� Input on the information contained in the responses may be solicited and reviewed by NGA non-Government consultants or experts who are bound by appropriate non-disclosure agreements. 3.1��� Capabilities The following is the responder�s capabilities to meet the proposed acquisition set forth in section 2 of this special notice to the RFI. �������� 3.3.1������ Government requirements needed to support the requirements of the PWS in this RFI �������� 3.3.2������ Extent to which the responder has the ability to be on-board for the contract to meet the phased schedule with delivery milestones outlined in the PWS. 3.2��� Recommendations The responder is invited to provide information and recommendations for fashioning this proposed acquisition.� Recommendation areas may include, but is not limited to, comments on the specific task descriptions, key performance parameters, and system performance requirements, feedback on development within the CORE environment, �variations in delivery schedule, labor mix and experience/qualification levels of personnel necessary to successfully fulfill the PWS requirements, data requirements, contract pricing, and any other areas that the responder believes is relevant for the Government to achieve its stated objectives.� � 4.0��� Responses 4.1 �� Interested parties are directed to respond to this RFI with comments, questions, and/or suggestions/recommendations on the PWS. 4.2 �� The response shall be in Microsoft Office or compatible format and shall not exceed 5 pages. A page is defined as each face of an 8�� x 11� sheet with information contained within a one inch margin on all sides.� Font type shall be Times Roman 12 point. 4.2.1 Interested parties are encouraged to utilize the Comment Matrix format in their response when providing comments, questions, and/or suggestions to the PWS. 4.3��� Responses containing the white paper are due no later than 12:00 pm EST on 30 Jun 2022.� Responses shall be limited to and submitted via e-mail only as a message attachment to Jokera.S.McNeil@nga.mil with the message subject line �RFI Response � Collection Matching Data Fabric, followed by the name of the respondent�s business. 4.3��� Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. �To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned.� � 5.0 �� Meetings and Discussions The Government representatives may or may not choose to meet with potential RFI service providers. Such meetings and discussions would only be intended to get further clarification of potential capability, especially any development and certification risks. 6.0 �� Questions Questions regarding the effort within this RFI shall be included with the whitepaper. Basis of Assumptions: Agile, AWS cloud instantiation and AWS Edge Nodes (deployed to high side initially), enterprise services, Common Operations Release Environment (CORE). Eighteen-month phased integration timeline. Make clear all assumptions which influences your design. 7.0 �� Summary This RFI is only intended for the Government to identify sources that can provide the needed services to fulfill the Government�s objectives.� The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
