Description
The Center for Learning, Literacy, and Engagement (CLLE) at the Library of Congress (LOC) has a focus on educational and cultural programming, visitor engagement and partnerships to transform visitors into regular users of services and contributors to the Library mission. CLLE�s Visitor Engagement Office (VEO) requires a cloud based system for scheduling, managing, and tracking volunteers to support the Congressional mandate. This system will allow VEO to oversee volunteers across LOC and track their hours, while also supporting scheduling and management. The volunteer management system shall facilitate and simplify the process of distributing information about volunteering opportunities and acquiring volunteers for said opportunities to a specific group of individuals. The Library intends to fulfill this requirement by issuing a sole source contract award to Bespoke Software, Inc.� Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached Draft VSYS SOW. �The capability statement must be received no later than 4:30 PM E.T. on July 1, 2022.� The capability statement must not exceed five (5) double-spaced pages and shall include the following information: Company name, UEI number, address, point of contact, phone number, and e-mail address; Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.); References (a minimum of 2 is requested), including name, phone number, and e-mail address of individuals who can verify your company�s prior experience in demonstrating the capabilities outlined in the Draft VSYS SOW. These references must be for projects of a similar nature and scope and; Resumes for potential key personnel who would work on the anticipated contract, who possess knowledge and experience relevant to the requirement described in the Draft VSYS SOW. (Resumes are not counted as part of the 5-page limit for capability statements.) Capability statements or comments relating to this Notice of Intent should be directed to Contract Specialist Kevin Barnes at kbarnes@loc.gov and Contracting Officer Veronica Price at vprice@loc.gov. Please indicated in the subject of your email: �Intent to Sole Source - VSys Volunteer Management System�. The Library reserves the right to proceed with its intent to award sole source basis if the conditions warrant it, regardless of expressions of interest submitted by interested parties. In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to Bespoke Software, Inc. is posted with this notice.
