Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. DTRA has a requirement for Research & Development (R&D) test planning, execution and posttest support for a single test event and intends to issue a sole source contract to Applied Research Associates, Inc. 4300 San Mateo Blvd NE, Ste A-220, Albuquerque, NM 87110 under the authority of FAR 6.302-1. Test support will be required in the following areas: �design, calculational, geotechnical, field, instrumentation and optics, data collection, post-test analysis, final documentation and clean-up for a full scale weapon drop at White Sands Missile Range. The government believes that Applied Research Associates, is the only source capable of providing the required support services and that no other company is capable of providing them in the time available and without incurring significant duplicative costs. The NAICS Code for this procurement is 541715.� Any other firm desiring consideration must fully demonstrate its capability, in writing, to provide the required services, no later than 01 July 2022 by 12 pm, MDT. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
