- The purpose of this Market Survey is to improve the Government's understanding of the current marketplace and to identify capable sources. Responses to this Market Survey will be used for informational purposes only to support the development of a strategy for the Federal Aviation Administration�s (FAA�s) contemplated Boiler and Chiller Fundamental Training acquisition and will not be publically released. This is not a Screening Information Request or Request for Proposal. � The Federal Aviation Administration (FAA) installs industrial boilers and chillers, manufactured by all major brands, at Air Traffic Control and Technical Operation facilities throughout the National Airspace System (NAS). Currently there are 358 chillers installed at 154 facilities and 195 boilers installed at 136 facilities. The FAA�s technical workforce is tasked with maintaining the climate control equipment, namely boilers and chillers, each with both FAA and manufacturer-specific maintenance schedules, tools, and federal regulations. Currently, the FAA conducts prerequisite Boiler and Chiller Fundamental training for environmental technicians at the FAA Academy in Oklahoma City, Oklahoma. This training consumes significant resources and does not sufficiently address the range of the FAA�s Boiler and Chiller Fundamental training needs. As such, the FAA requires industry certified contractor provided training to replace the existing Boiler and Chiller Fundamental training offerings. Training is required for NAS Airway Transportation System Specialists (ATSS) and engineering support organizations located in all 50 states and US territories. The FAA anticipates a minimum of 300 and a maximum of 500 employees will require accredited Boiler Fundamental Training and a minimum of 500 and a maximum of 675 employees will require industry certified Chiller Fundamental Training over the life of this contract. Included as Attachment A to this announcement is the draft Statement of Work (SOW) for the Boiler and Chiller Fundamental Training acquisition.� The FAA requests responses from industry to include the following: a.���Capability Statement: Responders must provide a Capability Statement, including the following information: Please state yes or no if your company has the capability to provide the Virtual Live Instructor Led Boiler Fundamental and Tiered Continuing Education Training as required by the SOW. If yes, provide a complete description of your capabilities. The description must include instructor to student ratio, course length in hours/days, lecture to lab/exercise/self-study ratios, etc. Please state yes or no if your company is capable of modifying your Virtual Live Instructor Led Boiler Fundamental and Tiered Continuing Education Training to meet the FAA�s training requirements detailed in the SOW. If yes, state to what degree you are willing to modify. For example, instructor to student ratio, course length in hours/days, lecture to lab/exercise/self-study ratios, etc. Provide a detailed explanation of your company�s ability to meet the FAA�s Virtual Live Instructor Led Boiler Fundamental and Tiered Continuing Education Training student throughput requirements as specified in the SOW. Must include number of classes per week, month, year, Instructor to student ratio, night and evenings as required, and time zone accommodations. Provide a detailed syllabus of your company�s Virtual Live Instructor Led Boiler Fundamental and Tiered Continuing Education Training that meets the FAA�s training requirements specified in the SOW. Must account for each hour in an eight hour work day, with learning objectives and outcomes, and list the periods reserved for lectures, labs/exercises and/ self-study. Please state yes or no if your company has the capability to provide the Virtual Live Instructor Led Chiller Fundamental and Tiered Continuing Education Training as required by the SOW. If yes, provide a complete description of your capabilities. The description must include instructor to student ratio, course length in hours/days, lecture to lab/exercise/self-study ratios, etc. Please state yes or no if your company is capable of modifying your Virtual Live Instructor Led Chiller Fundamental and Tiered Continuing Education Training to meet the FAA�s training requirements detailed in the SOW. Business Declaration: This Market Survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, or women-owned small businesses.�The NAICS code for this requirement is 611513, Apprenticeship Training, with a small business size standard of $10.0M. Responders are requested to review and complete the Business Declaration Form, included as Attachment B to this announcement. This Market Survey must not be construed as an obligation on the part of the FAA to acquire these items.� Since this is not a Screening Information Request or Request for Proposal, no results will be issued to the responding firms. No solicitation for these items exists at this time. If a solicitation is issued, it will be announced on the SAM.gov website. It is the vendor�s responsibility to monitor the website for release of the solicitation.� The FAA will not entertain or accept unsolicited proposals for this work. The FAA will not be liable for any costs associated with the preparation of responses to this Market Survey, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. �Any costs associated with the Market Survey submissions will be solely at the interested party�s expense.� The FAA may request that one, some, all, or none of the responders to the Market Survey provide additional information. No evaluation of vendors will occur based on this additional information, and vendor participation in any informational session is not a promise for future business with the FAA. Interested vendors� responses must be submitted by email no later than 12:00 P.M. Eastern Time on June 21, 2022. Responses to this Market Survey are limited to 20 pages and must be in writing, on company letterhead, and must include respondent point of contact information including name, telephone number, e-mail address, and mailing address. The Business Declaration Form (Attachment B) is not included in the page limitation. Any proprietary information submitted must be properly identified.
