- Description
- The United States Coast Guard (USCG) Aviation Logistics Center (ALC) is conducting market research seeking a sustainment/repair program for the Airborne Software Defined APCO P25 Transceiver and its Ancillary parts. Canyon AeroConnect is the OEM for this component, and the only engineering approved repair and overhaul facility. The OEM maintains all specifications, manufacturing drawings, data, test equipment, and tooling required to sustain and repair this component(s) which are proprietary to Canyon AeroConnect. This is a sources sought synopsis only, not a solicitation announcement and is issued solely for a proactive sustainment approach. This posting is not a Request for Proposals (RFP) or a Request for Quotations (RFQ), and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this sources sought. No basis for claim against the Government shall arise as a result from a response to this sources sought or Government use of any information provided. Further, The Coast Guard is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this sources sought. The Government reserves the right to use any information provided by respondents for any purposed deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time no solicitation exists; therefore, do Not Request a Copy of the Solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Requirements: To extend the operational life cycle of the Airborne Software Defined APCO P25 Transceiver, DBCU, PN 400-046500-0101, AT-570 Antenna and FC-570 Logic Converter by providing a sustainment/repair program in accordance the following requirements: A. Sustainment: Standardize Hardware, firmware and software configuration updates. Each radio and ancillaries will be inspected for application of the required Service Bulletins as a prerequisite.� External and internal component inspections and replacement as required due to age or obsolescence concerns. Calibration, tuning and operational performance checks. Cleaning and removal of any detected corrosion and contaminations. B. Repair: Acceptance testing. Inspections criteria. Replacement of parts as required to meet operational performance checks. Review sustainment scope of work as required. C. Canyon AeroConnect is the OEM of Airborne Software Defined APCO P25 Transceiver component, and the only Engineering approved repair and overhaul facility.� The OEM maintains all specifications, manufacturing drawings, data, test equipment, and tooling required to sustain and repair the components which are proprietary to Canyon AeroConnect.� When responding to this RFI, please include the following information: Provide a detailed work statement for any proposed sustainment/repair program. This also can include a capabilities statement. Do you have the specifications, drawings, manuals, etc. necessary to perform OEM backed upgrades and repairs to this equipment? Is the sustainment/repair program currently being utilized?� If not, when is the program planned to be active? Please indicate an estimate of how long of a lead time would your company need to facilitate the development of the sustainment/repair program to meet our needs. Please provide the details and terms of any standard warranty and support for the sustainment and repair included with the program. Is your sustainment/repair program for the Airborne Software Defined APCO P25 Transceiver listed on a General Services Administration (GSA) schedule or the Defense Logistics Agency (DLA)? Is your firm a certified hub zone firm, woman-owned or operated or certified Service-Disabled Veteran-Owned?� If so, indicated which apply. Is your business a large or small business? Do you have other Government/military agencies receiving this type of sustainment/repair program from your firm, and if so which agencies, POCs and contract numbers? What additional information would be needed from the USCG to better provide an answer to this RFI or any potential RFP for this type of sustainment/repair program? Responses to this notice should include company name, cage code, address, telephone number, and point of contact (POC). After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with a sustainment/repair program for the Airborne Software Defined APCO P25 Transceiver and its ancillaries, a solicitation announcement will be published on Contract Opportunities, formerly known as the Federal Business Opportunity (FBO) website. Responses to this sources sought synopsis are not adequate response to any future solicitation announcements. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis.
