- Pre-Solicitation Notice: Network Contracting Office 17 anticipates awarding a Firm-Fixed-Price construction contract to replace cooling towers, plumbing, electrical, Metasys controls, and all related equipment, Project number 519-22-500, at West Texas VA Health Care System (WTVAHCS), 300 Veterans Blvd., Big Spring, TX. The anticipated method of procurement shall be an Invitation for Bid in accordance with the procedures set forth in Parts 14 and 36 of the Federal Acquisition Regulation, with an estimated issue date of July 5, 2022, and a projected bid due date of August 5, 2022. Project consists of but is not limited to: Contractor shall provide all equipment, labor, material, transportation, and supervision to replace the Cooling towers and all related equipment in Bldg.18 at WTVAHCS. It is highly recommended that bidders attend the pre-bid site visit to be fully acquainted with existing site conditions and the scope of work. The contractor shall be responsible for selecting Cooling towers that shall meet or exceed the VA requirements (100 ton each) of the facility. The towers are to be redundant. The contractor shall submit specifications on each piece of equipment and show how each will fit the current location of the old equipment, work with our current utilities and meet or exceed the requirements of the facility. A person certified in HVAC systems shall certify that the equipment installed meets all requirements. Equipment shall be installed by a certified HVAC installer and comply with all life safety codes. Work includes general construction per the provided Scope of Work, Specifications and Drawings. Project duration shall be 120 calendar days from issuance of the Notice to Proceed. This requirement is a competitive offer, Set Aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB). The applicable NAISC code is 238220, $16.5M The magnitude of the construction estimated cost range: $250,000.00 - $500,000.00. Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises prior to submission of offer. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz prior to submission of offer will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
