SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL BUT INFORMATION AND PLANNING PURPOSES ONLY! It does not constitute a solicitation and/or quote and is not to be construed as a commitment by the Government. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Information for Bid number will be FA252122B0011 and shall be used to reference to any responses to this sources sought. The 45th Contracting Squadron (45 CONS), is publicizing this Sources Sought Notice to gather industry information and input with respect to anticipate a purchase to replace HVAC controls with new SmartStruxure Automation Servers at buildings 55899, 66250, 28001, 1606, and 1428 at Cape Canaveral Space Force Station, FL. The Government is interested in Small Businesses. The North American Industry Classification Systems (NAICS) Code proposed is 238220 Plumbing, Heating and Air Conditioning Contractors. The size standard for NAICS 238220 is $16,500,000.00. This is a Request for Information (RFI) only. This RFI is in support of market research being conducted by 45 CONS to determine potential sources capable of fulfilling all requirements associated with this project. The Government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., SBA 8(a), HUBZone, SDVOSB, WOSB, EDWOSB, or SB), anticipated teaming arrangements, and a description of similar services offered to the Government and/or commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. All interested firms shall submit a package that outlines the firm�s capabilities in providing the required work. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. �Include in your capabilities package your Unique Identity ID, Cage Code, and System for Award Management (SAM) expiration date. In accordance with FAR 36.204 the magnitude of construction is between $250,000 and $500,000. RESPONSES ARE DUE NO LATER THAN 4:00pm EST 27 June 2022. � DBEH 22-1580, Replace HVAC Controls STATEMENT OF WORK 16 June 2022 GENERAL Project No. /Title: DBEH 22-1580 �Replace HVAC Controls, 55899/66250/28001/1606/1428�, Cape Canaveral Space Force Station, Florida, 32925 Location: Buildings 55899, 66250, 28001, 1606, and 1428. DESCRIPTION A construction requirement exists to replace current existing and outdated controls with the new SmartStruxure Automation Servers as required in order to connect the existing EMCS facilities to the new EMCS Server installed at Patrick SFB. Which in turn will be able to be linked to the new Industrial Controls Center work station located in Hangar R&D Room RD127 where the facilities can be monitored and controlled. DESIGN CRITERIA Work shall be accomplished in accordance with UFC, IBC, safety and health codes, NFPA codes and all other applicable ASHRAE standards, codes and requirements following latest amendments and guidelines. The following information shall be taken into consideration while developing a design submittal for the accomplishment of the given requirement. PROJECT REQUIREMENT Remove the existing HVAC controls and install a SmartStruxure Automation Server. Provide integration to the new EMCS server located at Patrick SFB. Provide graphical user interface screens, data logs, alarms. Administer all software OS upgrades to the Automation Servers and field level DDC controllers. Correct any loss of communication to the field level controllers in facility 01604, Hangar H. NOTE 1: MC2 controls shall be used for up-graded SmartStruxure system. NOTE 2: Clean up all debris and dispose of properly. SUBMITTAL APPROVAL OF MATERIAL AND EQUIPMENT Before installation of any materials or equipment is begun, the Contractor shall submit for approval a complete list of materials and equipment to be incorporated in this work, together with names and address of manufacturers and their catalog numbers and trade names. No consideration will be given to partial list submitted from time to time. These submittals shall provide catalog cut sheets, maintenance manuals, warranties, guarantees, or capacity data and shop drawings as required to show compliance with the Statement of Work. All items contained within each submittal shall be clearly defined by the CSI division and item name/number. The contractor shall follow and submit items as required with code listing: MD-Manufacturer�s data and catalog SD-Shop drawings C-Certificate of compliance GW-Guarantees and warrantees Submittals will be required as follows: All CSI Divisions ADDITIONAL NOTES: Any and all questions generated during the site visits are required to be submitted in writing to the Contracting Office for review and correspondence. All work shall be done in accordance with safety, electrical, and fire protection codes, as well as current industry standards, publications, and regulations. Contractor shall coordinate AF Form 592 from 45 CES/CEFP prior to any open flame work (welding, cutting, and brazing). And notification prior to any work with fire protection systems. Contractor shall complete the Contractor Hazardous Material Notification. This form is for short-term contractor use only in lieu of the AF Form 3952. Contractor shall be responsible for protecting existing surroundings from any and all damages. Contractor shall field verify all existing equipment dimensions and conditions before proceeding w/ project. Prior to commencement of any work, Contractor will ensure that all utility locates have been coordinated/completed IAW guidance contained in AF Form 103 filed for each project. Contractor shall cleanup work area and remove trash & debris on a daily basis. GOVERNMENT FURNISHED EQUIPMENT � � � � � �None PERFORMANCE PERIOD Recommended performance period is 180 days upon issuance of the notice to proceed delivery order or as negotiated. SALVAGEABLE MATERIALS � � � � � �None ENVIRONMENTAL We have reviewed all the requirements, including available technical documentation and to the best of our knowledge the performance of this contract does not require the contractor to use Class 1, delivery of these items of supply or as part of any services. Contractor shall contact the 45 CES/CEIE (Environmental Office) at 494-2899 to coordinate the establishment of hazardous waste management procedures prior to generating any hazardous waste. If any waste is determined to be hazardous, as defined in 40 CFR 261, the Contracting Officer must be notified immediately. All hazardous waste shall be managed IAW State, Federal, and Air Force regulations by the Contractor and final disposal shall be accomplished by the Air Force under the Installation EPA identification number. Proposed scope of project does not include the disturbance of Asbestos-Containing Material (ACM) or Lead-based Paint (LBP). In the event of inadvertent discovery/disturbance of ACM or LBP, qualified LBP abatement contractors and/or asbestos contractors that are registered with the State of Florida, Department of Health must be deployed to conduct abatement work. Abatement Work Plan(s) must be coordinated through 45 ADS/SGGB and other relevant flight/element for approval.
