- Description SPECIAL NOTICE THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. FEMA is not at this time seeking proposals and will not accept unsolicited proposals for the service described in the attached Statement of Work (SOW). REQUEST FOR STATEMENT OF CAPABILITIES This is a Special Notice that is a request for submission of Statement of Capability (SOC) addressing the capability to provide �participants responsible for providing emergency planning and response in the state of Washington with the information necessary to utilize local disability access and functional needs inclusive practices, and to provide updated skills. The course will demonstrate accessible delivery methods such as using effective communication auxiliary aids, physically accessible classroom and/or use online platforms and electronic accessible materials. The course will outline measurable objectives for participants to demonstrate pathways for transformative change to expand disability access needs and resources in emergency management. The contractor provides FEMA Region 10 with technical curriculum writing, course content management, course materials, and associated products needed to deliver a course (in person, virtually, or hybrid) explicitly intended to include people with disabilities. Content, training materials, and associated products must be developed specifically for people with disabilities and diverse learning and teaching styles to include (but not limited to) low-vision/blind and low-hearing/deaf audiences and instructors. This Special Notice is issued solely for information and planning purposes. It does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP) or a promise to issue an RFQ or RFP in the future. This SOC does not commit the Government to contract for any supply or service whatsoever. The information provided in the SOC is subject to change and is not binding on the Government. Responders are advised that FEMA will not pay for any information or administrative costs incurred in responding to the SOC. FEMA requires responders address all SOW requirements in the SOC by posted deadline of Not-Later-Than (NLT)�June 24, 2022 at 3:00PM, Pacific time. The SOC shall provide the following: (1) A brief narrative discussing your capability to develop a Course Curriculum as mentioned. � �� (2) A brief narrative discussion of your previous experience with the Government contracting and doing business with the Government. Include contract numbers and contact information (Organization, Representative's Name, mailing address, telephone, and e-mail) for each experience cited. (3) Responder's CAGE code, NAICS code, TIN, UEI number, GSA Contract Number (if the company has a GSA Schedule), and Point of Contact Information. (4) All Questions must be submitted NLT 1PM June 22, 2022.
