- The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify vendors capable of providing, installing and maintaining Laboratory Middleware Software (Brand name or equal to Data Innovations) on behalf of the Western States Network Consortium (WSNC) catchment area. The WSNC is comprised of Veterans Integrated Service Networks (VISN s) 17, 19, 20, 21 and 22. This is a sources sought notice only. The purpose of this notice is to obtain information regarding the availability and capability of all verified sources to include qualified SDVOSB/VOSB to perform this potential requirement. Responses received will assist the Government in determining the appropriate acquisition strategy. The Government may or may not issue a solicitation as a result of this notice. There is no solicitation available at this time, and this is not a request for quotes. INTERESTED RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: Company name and Unique SAM Identifier, capability statement, business socio-economic status, point of contact name, phone number, and e-mail address. REQUIREMENT: The Contractor shall provide the software on their awarded price list as ordered on individual TOs. This PWS describes the services and supplies required of the Contractor and the VA work conditions relevant to the performance of this service. The software shall enable laboratory personnel to evaluate and manipulate information generated by laboratory equipment. The software shall automatically review and release patient results based on customizable laboratory criteria, provide the medical technician additional time to attend to exceptions, and have the ability to review multiple instruments and work areas simultaneously. This middleware software is critical in the transmission of patient results from lab instruments to the computerized patient record system (CPRS). Basic Software Requirements All software must be compatible with Cerner. All software must already be approved for use by VHA IT for use on VA information systems. The middleware product supplied by the Contractor must appear as an approved technology on the most current VA Technical Reference Model (TRM) or must be within 2 lifecycles of the most recent TRM approved version, referencing this link https://www.oit.va.gov/Services/TRM/TRMHomePage.aspx. All software must be commercially available and fully developed products. Software that requires additional development to be completed or to be compatible with VHA IT systems cannot be considered. Software licenses purchased shall include routine service, support, updates, and hardware maintenance, as appropriate for the item. The software must be capable of connecting to an HL7 interface and must comply with the VHA Lab POC HL7 Interface Specifications Document. The software must maintain up-to-date operator certification records/reports. The software must provide operator and QC lock-out to prevent unauthorized use. The software must electronically transmit patient and Quality Control data and be modifiable for what will be automatically transmitted and what will be held for further review. The software must ensure regulatory compliance with monitoring of event log and audit trail reports. Server Requirements The software will be hosted on a virtual server, which will be set up on organic VA assets and through the cooperation of the Contractor and VHA IT. The server must allow for remote troubleshooting of system performance issues. The server must be able to maintain a number of workstation connections as specified by ordering facilities on their TOs. The Contractor must obtain and maintain permissions for remote access to the servers. Software Updates The Contractor shall provide updates to the software in order to maintain the integrity of the system at no additional charge to the Government. Upgrades shall be provided as they become commercially available and at the same time as they are being provided to commercial customers. User Manuals The Contractor shall provide the operator manuals, troubleshooting guides, and diagnostic software and tools that customarily accompany product purchase. SERVICES The Contractor shall provide the services necessary to deliver, install, and maintain functionality of the software as ordered on individual TOs. Technical Services Contractor-provided technicians must be trained to the manufacturer s standards for the software to be serviced. Technicians must be able to provide proof of training by the manufacturer upon request by the administering CO, the ordering CO, or COR(s). Failure to provide proof of training may result in contract termination. Individual TOs may specify desired response timelines and persons authorized to place service calls. Ordering facilities may require service report documentation in accordance with their local standards. Installation The Contractor shall deliver and install all purchased software to the ordering facility. The installation may be done in person or by remote delivery. The Contractor is responsible for testing the software to verify it fully performs as required. Education Contractor shall provide a knowledgeable trainer on-site or through remote training (as specified in the TO) on the use of ordered software. Maintenance The Contractor shall respond to service calls for maintenance and trouble-shooting services within 24 hours after call request. The Contractor shall notify the VA of any expected or unexpected issues associated with the software. Emergency support is to be available twenty-four (24) hours a day, seven (7) days a week, 365 days a year. Emergency issues are defined as issues that have caused a live system to become inoperative, affecting critical laboratory function.
