- INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades Construction project at the Rocky Mountain Regional VA Medical Center located at 1700 N. Wheeling St, Aurora CO 80045. PROJECT DESCRIPTION: The contractor shall provide all labor, materials, and equipment to complete all designed changes set forth in the included plans and specifications, including but not limited to: architectural, electrical, data, and mechanical. The project shall include but is not limited to, upgrading the facilities fiber throughout the buildings to each IT closet, provide a redundant fiber run throughout the facility to each IT closet, provide a new main fiber line coming into the building from the provider point, install additional IT outlets, install new electrical outlets throughout the facility, provide additional outlets in each IT closet, electrical UPS, Building Management System interfaces, assess for new and upgrades for existing HVAC and upgrade facility power distribution as required. The contractor will be required to set up ICRA measures/containment around work area for the duration of the work. The bulk of the work locations fall into Class 2 , however some locations may require Class 3 . The containment should not impede the ability for patients and staff to travel through the space. Draft ICRA is provided. The contractor should plan on storing all materials and tools offsite until the time of work as there is no provided storage space on VA property. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in early July of 2022. The period of performance is approximately 300 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $2,000,000 and $5,000,000. This notice is not a request for competitive offers.
