THIS PRE-SOLICIATION NOTICE IS TO INFORM YOU THAT THE SAMUEL S STRATTON VA MEDICAL CENTER, LOCATED AT 113 HOLLAND AVE, ALBANY, NY 12208, INTENDS TO RELEASE AN INVITATION FOR BID NUMBERED 36C24222B0056 WILL BE POSTING A SOLICITATION ON OR ABOUT JULY 05, 2022 FOR THE REPLACEMENT OF THE CHILLER PLANT ROOF SYSTEM. The Stratton VA Medical Center, Albany, New York is looking to replace the Cooling Tower atop the Chiller Plant, Building 54 (Roof Area 62). The existing roof system is saturated and was scheduled to be replaced after the new cooling towers were installed. However, the system is in such a state of failure, the leaking of this system has caused problems to recently installed equipment that now needs to be replaced. It is now imperative that the roof system be replaced. The work includes, but not limited to the following: provide all equipment, tools, labor and support services for removal of the existing roof systems of Roof Area 62 Chiller Plant. Existing roof areas are described as follows: Roof Area 62 Chiller Plant (Bldg. 54) Roof Existing Composition Tremco Burmastic 200-Gravel Gravel surface and flood coat EPDM roof membrane Tapered rigid insulation (4½ at edges & high points & 1½ at roof drains) Base rigid insulation, 4½: Metal Roof area is a rectangle measuring 68 -1 by 101 -4 (6,899 square feet). The project includes, but not limited to, all work including construction administration, demolition, installation restoration of the roof area as follows: ROOF AREA 62 CHILLER PLANT (BUILDING 54) New Roof Composition Gravel surface & flood coat Cold process built-up roof, 3-ply Tapered polyisocyanurate insulation (4½ at edges & high points and 1½ at roof drains Base polyisocyanurate insulation, 4 Vapor retarder. 1-ply Concrete, 2½ Metal deck, 1½ This procurement will be a 100% set-aside for Service-Disabled Veteran Owned Small Businesses. The NAICS code is 238160. The small business standard is $16.5 Million. The estimated cost range is between $250,000 and $500,000. A 20% Bid Bond must be submitted with the bid. Information regarding the one and only site visit scheduled will be stated in the Solicitation. Solicitation materials consisting of the Information for Bid Details, Specifications, Drawings and Contract Forms will be available on http://www.fedbizopps.gov in electronic format only. All interested parties (subs & primes) should register at http://www.fedbizopps.gov as an ""Interested Vendor"" so that others will know of your interest in participating in this procurement. A Bidder's mailing list, list of interested parties and/or list of attendees at site visits WILL NOT be prepared nor distributed by the Contract Specialist. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.fedbizopps.gov. Paper copies of the amendments will NOT be individually mailed. By registering to ""Add to Watch List""; you will be notified by of any new amendments that have been issued and posted. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.215-1 Instructions to Offerors - Competitive Acquisition. Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veteran Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veterans Affairs Center for Verification and Evaluation prior to contract award. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz prior to contract award will result in the offeror s proposal being deemed non-compliant. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
