Description
Re-Roofing Falcon Village Houses in Starr County Sources Sought � 191BWC22R0007-SS This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. The United States International Boundary and Water Commission (USIBWC) is seeking responsible sources having capabilities to perform construction work to perform reroofing and gutter replacement of 16 houses at Falcon Village, in Falcon Heights TX). All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted, or an alternate procurement strategy is warranted. The North American Industry Classification System (NAICS) Code for this acquisition is 238160, entitled �Roofing Contractors.� The small business size standard for NAICS Code 238160 is $16.5 million. I. The contractor shall provide all labor, equipment, material and supervision to perform the following principal features of work including but not limited to: A. Removal and disposal of old asphalt shingles on the sixteen homes. B. Perform an inspection of the wood deck on the roof and if necessary, replace any wood damaged, USIBWC must approve any wood replacement. C. Provide and install new asphalt shingles and drains. The Contractor bears the burden for ensuring that all legally required licenses and permits are obtained and renewed as specified by the regulating authority. The Contractor shall possess all licenses to perform required services in the state of Texas. Interested parties must be able to perform work during day and evening hours. II. Capability statements are to be submitted no later than June 29, 2022 to Ms. Cristina Hayden at the e-mail address listed below. The capability statement shall address the work listed above, and shall demonstrate the company's ability to provide the requirement by submitting the following: 1. Offeror�s Information: (A) company name and address, (B) business size and type (8(a), HubZone, Small Business, etc), (C) DUNS Number, (D) NAICS code(s), (E) Demonstrate ability to obtain bonding, (F) State firm�s ability to perform work on Mon-Friday from 7:00 am to 5:00 pm CT, (G) point of contact, including e-mail address and telephone number. Capability statements shall not exceed ten pages, in length. 2. Experience: A list of three (3) previous projects, completed within the last five (5) years that are similar in scope. Projects need to reflect construction, remodeling houses or buildings, roof replacement. A. Project List: A brief description of the work performed, to note total number of roofs and shall include the information in a table format (see excel document attached.) List the project title, period of performance (POP) in calendar days, POP end date, total dollar values of the job (i) excluding modifications and (ii) another including all modifications, total number of contractor requested modifications, entity name and location, customer�s contact name, email address & phone number. B. If work was subcontracted, capabilities statements will clearly describe the prime and subcontractor�s roles and responsibilities. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, whether a socio-economic set-aside strategy is appropriate. This is not a request for proposals and is not to be construed as a commitment by the Government. All interested sources must respond to future solicitation announcements separately from responses to this source sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice. All responses to this sources sought notice shall be provided to Ms. Cristina Hayden via e-mail at cristina.hayden@ibwc.gov. When it is determined if a formal solicitation will be issued, a notice will be posted on the legacy website Federal Business Opportunities now known as SAM.Gov web site at https://sam.gov/content/opportunities.
