Description
This Request for Information/Sources Sought notice is for market research purposes only and does NOT constitute an invitation for bid, request for quotation, request for proposal, or any obligation on the part of the Government to acquire any products or services. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is a market research tool being used to determine overall market developments, capabilities, and adequacy of the industrial base capable of providing the supplies/services described herein prior to determining requirements and the method of acquisition. Any information submitted by respondents to this technical description is strictly voluntary. This notice is issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office (PEO) Undermanned and Small Combatants (USC), Mine Warfare Program Office (PMS 495). The Navy is conducting market research in accordance with FAR Part 10 to determine whether industry possesses the requisite capabilities to successfully design, manufacture, assemble, test and deliver a long-range air delivered maritime mine. In addition, this notice requests industry comment on how the Government can best satisfy its needs, alternative approaches, technology availability and risk, the identification of cost drivers, and suggestions on ways to enhance or sustain competition. Combatant Commanders require the capability to precisely and accurately emplace maritime mines in contested environments from an extended standoff range.� Existing mine laying aircraft must fly directly over each planned minefield at low altitude and speed to deliver mines, leaving the aircraft vulnerable to adversary air defense systems. The objective of this notice is to help the Government determine the existing capabilities to deliver an LRADMM system in the shortest practical timeline. � The LRADMM system shall consist of in-production air vehicle that can be modified to precisely and accurately deliver a maritime mine. The LRADMM system shall be capable of powered flight for a minimum distance of [Refer to Classified Appendix] or greater after release from the launch platform. The LRADMM system shall deliver an explosive payload of at least 1000lb. The LRADMM system shall deliver the payload with that an accuracy no greater than [Refer to Classified Appendix] 2 Distance Root Mean Squared (DRMS) without GPS input (GPS-denied). The LRADMM system shall at a minimum be capable of launching from U.S. Air Force and Navy aircraft external munition stores stations with internal munitions stores stations as an option. Interested and capable parties will need to demonstrate the requisite level of technical expertise, as well as the ability to fulfill the capabilities described in this notice. Respondents are requested to submit a white paper including capability statements pertinent and specific in the technical and programmatic approach as follows: Potential solutions describing range estimation, accuracy, and payload size. Dimensions, weight, and power available for a mine payload with a general description of interfaces available for power, data, and mechanical connections, and any payload throughput requirements. An understanding of the major engineering challenges, risks and tradeoffs to achieving the desired capability. A top level schedule for achieving an initial capability of a minimum of XX systems (see classified annex) in the shortest practical timeline after contract award. A presentation of your organization's relevant knowledge, skills, and abilities particularly in regards to weapons and explosives and integration onto air vehicles. Current Technology Readiness Levels (TRLs) and maturity of potential solutions. Interested parties shall list past customers (maximum of 3) for whom the contractor has done projects of a similar technology, domain, and/or scope within the last five (5) years.� Request For Information/Sources Sought Document Access: Respondents are required to have Defense Security Service (DSS) issued SECRET facility clearance, SECRET personnel clearances, and SECRET safeguarding capability to gain access to the classified attributes.
