Special Notice Special Notice Page 2 of 2 Special Notice *= Required Field Special Notice Page 1 of 2 DESCRIPTION Special Notice Notice of Intent to Award Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm fixed price BPA (base period of 12 months with three 12-month options) to POLYMEDCO CANCER DIAGNOSTIC PRODUCTS LLC for the procurement of two (2) Fecal Immunochemical Test analyzer by cost per Test (CPT) agreement. The contractor shall provide rental of two (2) OC Auto Sensor io Analyzers and all reagents/consumables/service and scheduled maintenance on a cost-per-test (CPT) basis for Amarillo and Lubbock Pathology and Laboratory Medicine Service for 48 months. The contractor shall provide one-day training on-site. Items included in this notice are in *Attachment 1 (all pricing TBD). The proposed sole source procurement will be made by a pricing agreement with POLYMEDCO CANCER DIAGNOSTIC PRODUCTS LLC, based upon pricing from their VA NAC FSS contract. The requesting activity states that currently, the laboratories of both Amarillo VAHCS and Lubbock CBOC have SAIL numbers that are not up to par as they should be according to National data. Therefore, PolyMedco OC Auto Sensor io Analyzer and all testing supplies/service and maintenance will require a new contract for the Amarillo P&LMS laboratories in Amarillo, TX, and in Lubbock, TX. This methodology has been utilized throughout VISN17 with little to no complaints, using VA FSS contract 36F79720D0016. According to the National Cancer Institute, iFOBT is more sensitive and specific for colorectal cancer screening than the alternative method of guaiac occult blood testing. The sole source justification request submitted by the requesting activity states that a sole source is required for this base plus three (3) options. Market research was conducted, and no other vendor was found to be capable of providing this requirement. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this Notice; however, all responsible sources may submit a capability statement (with their SAM UID), proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within five (5) days from the publication of this Notice, a BPA will be issued to POLYMEDCO CANCER DIAGNOSTIC PRODUCTS LLC without any further notice. The anticipated statutory authority permitting other than full and open competition requirement is 41 USC 3304(a)(1), as implemented by FAR 8.405-6, Limiting Sources.
