- The National Park Service, Region 2, South Atlantic Gulf, intends to award a Firm Fixed price contract to provide professional archival assistance in surveying, preserving, and processing federal records for Mammoth Cave National Park (MACA) and Ocmulgee Mounds National Historical Park(OCMU). This requirement is being procured in accordance with FAR Part 6.302-1, only one responsible source. The determination to select Auburn University for the services is based on previous surveying at OCMU and time constraints for this project. The contractor has previously been funded through a CESU. Auburn university employees have already been trained by NPS regional staff and are extremely familiar with both the NPS Records Management Retention Schedule as well as the Interior Collections Management System used by the NPS museum program. Because of this institutional knowledge of both the work and of NPS policies and procedures, it would be cost prohibitive to seek another contract for these services since it would require additional time and money spent on training new archivists. Additionally, Auburn University has previously conducted an initial archival survey for OCMU and are therefore familiar with the park, their archival needs, and the records currently located at the park. Auburn University presents the best cost to the government and will not require additional time added to the contract for training by NPS staff. Work will be completed at both MACA and OCMU as well as the Southeast Regional Office located in Atlanta, Georgia. Deliverables for the project provided by the contractor include: Archival survey spreadsheets for Mammoth Cave National Park and Ocmulgee Mounds National Historical Park, Archival processing plans for records located at Mammoth National Park and for records located at Ocmulgee Mounds National Historical Park, One archival collection (MACA) that has been physically processed and rehoused according to NPS archival standards and best practices, One finding aid for the archival collection located at Mammoth Cave National Park and Digital catalog records in the Interior Collections Management System software for collections located at Mammoth Cave National Park NAICS Code: 712110, Museums, Standard business size is $30M. The National Park Service is presently using SAM/FBO to issue synopsis for Notice of Intent to Award Sole Source Justifications and Sources Sought. The synopsis may be viewed online at: https://beta.sam.gov. FBO will be the only means of obtaining the amendments and will be able to receive electronic notification of solicitations and awards. CAUTION: This synposis will be issued electronically as will any amendments. The Government is under no obligation to maintain a bidder's list. It is incumbent for any interested parties to obtain any amendments which may be issued. A solicitation will not be released for this requirement if no vendors are interested. If NPS does not receive interest from the industry, this will be a notice of intent to award on a sole source basis to Auburn University.
