- Description
- The U.S. Department of State, Office of Acquisition Management (AQM) intends to award a firm-fixed price purchase order for the acquisition of Construction Project Management Software as a Service (SaaS) solution and support the configuration, implementation, operations and maintenance from Kahua Inc. The proposed award is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). This specific product was chosen for its specific capabilities which have been established by OBO. The specific capabilities are detailed below: 1. A cloud-based Software as a Service (SaaS) solution, which at minimum, supports DOS requirements for FedRAMP Moderate Impact level at the time of award, and Agency ATO within 6 months after award 2. Product shall include API's to support data exchange with other common AEC technologies/tools 3. Product shall include Mobile capabilities to support field work. 4. Product shall include Off-line capabilities to support field work. 5. Product shall include capability to present documents (.docx, .xlsx, .pdf) and drawings (.dwg, .rvt, .pdf) for viewing without requiring document/file authoring software to be installed on the user�s machine. 6. Product shall provide standard out of the box functionality to support concurrent online user mark-up of the same artifact (including pdf documents) 7. Product shall provide standard configurable out of the box functionality to capture and save mark-up comments to the database and create an individual database record for each comment which can be managed, tracked, and reported upon within the application. 8. Product shall include Standard configurable out of the box workflows for routine AEC business processes. 9. Product shall support the export of project data, artifact data, and metadata in Industry Foundation Class (IFC) format 10. Product shall provide standard configurable out of the box functionality to report on a single project and cross-project data. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
