- The U.S. Coast Guard (USCG) Surface Force Logistics Center (SFLC), In-Service Vessel Sustainment (ISVS) Section, in support of the 175 WLM Major Maintenance Availability (MMA) is releasing this Request for Information (RFI) to gather information related to commercially-available solutions associated with the HVAC System. Specifically we are seeking information for a HVAC Chiller System to be installed on the 175 WLM Class cutters. Request for Information (RFI) Only. This RFI is issued solely for information and planning purposes � it does not constitute as a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. The USCG 175 WLM MMA will include an upgrade of the existing HVAC System with a Chiller based system that includes the capacities as shown in the requirements below.� Requirements Chiller System requirements: The water chiller plant shall consist of two 17 ton plants operated in series. �Each water chiller plant shall be manufactured from marine grade materials, suitable for marine service. When operated in series, the two chillers shall have a combined refrigeration producing capacity of 34 tons, cooling 122.4 gpm of fresh water from 52.5 deg F to 45 deg F. Each Water Chiller Plant shall have a minimum individual refrigeration producing capacity of 17 tons cooling 61.2 gpm of fresh water 52.5 deg F to 45 deg F when using refrigerant HFC-134a.� Each plant shall consist of a controller, two compressors, two condensers and a single evaporator. A control signal will be sent to CG Machinery Control System (MCS) for each of the locale controllers for remote shut down in the ECC. Compressors - Each plant shall have two accessible hermetically sealed scroll, reciprocating or screw type compressors each with a minimum 8.5-ton capacity when using refrigerant HFC-134a. Condensers - Each plant shall have two seawater cooled shell and tube type condensers with 90-10 copper nickel tubes and tube sheets and removable bronze heads shall be provided.� Each condenser shall be suitable for use with refrigerant HFC-134a.� Shell material shall be seamless carbon steel.� The shell shall have double liquid refrigerant drains on the bottom and the heads shall have 150 lb ANSI flanged seawater cooling connections.� Design parameters shall be 95 deg F seawater inlet temperature and a maximum seawater velocity in the tubes of 7 feet per second. Evaporators -�� The plant evaporator shall be direct expansion shell and tube type, suitable for use with refrigerant HFC-134a.� Tubes shall be copper tubing.� As an alternative, a brazed plate type evaporator suitable for use with refrigerant HFC-134a can be supplied.� Materials of construction shall be 316L stainless steel, copper brazed construction.� The evaporator shall be capable of supporting a maximum chill water flow rate of 153 gpm without damage.
