Description
Amend 01 - Issued to correct the Description Noitce Title from Notice of Intnet to Sole Source - The Program for Appropriate Technology in Heath(PATH) for Development of EMASSE to Development of EMASS.� There are no other changes; the response due date and time remains unchagned.� THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source basis in accordance FAR 6.302-1 with The Program for Appropriate Technology in Health (PATH) located at 2201 Westlake Avenue, Suite 200 Seattle, Washington 98121, as the only responsible source to research and develop an Epidemic Multiplex Array for Serologic Surveillance (EMASS). Background: The United States Army Medical Research Directorate - Armed Forces Research Institute of Medical Sciences (USAMRD-AFRIMS) is an overseas laboratory of the Walter Reed Army Institute of Research (WRAIR).� AFRIMS has programs in Enteric Diseases (infectious causes of diarrhea), malaria vaccine and drug research, viral diseases, an Entomology department dedicated study of disease vectors and the Retrovirology department which has been organized to execute vaccine studies for the HIV-AIDS virus. USAMRD-AFRIMS has a requirement to develop an Epidemic Multiplex Array for Serologic Surveillance (EMASS) to enhance bio surveillance for emerging infectious diseases. Research Efforts: PATH will develop the EMASS, that includes Phase 1 Feasibility and Phase 2 Assay Optimization. Task Objectives include but not limited to: * Draft of the user and design requirements documents including target performance specifications for the initial EMASS panel *Provide technical report summarizing results * Conduct independent validation of the prototype * Initiate the study to include delivery of the Q-view reader * Provide performance characterized immunoassay tests The intended acquisition will be classified under North American Industry Classification System (NAICS) 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size code of 1,500 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a)(1). USAMRAA intends to release a solicitation no sooner than forty-five (45) days after publishing this synopsis. This Special Notice of Intent (NOI) is not a request for competitive quotes. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least fifteen (45) days after the publication of this notice, the solicitation will be issued as a sole source requirement to The Program for Appropriate Technology in Health. All responses concerning this notice shall be emailed to Rebecca Wisner at rebecca.c.wisner.civ@mail.mil. Interested concerns must identify their capability in writing to the above e-mail address no later than 10:00 AM Eastern Daylight Time (EDT), 08 Aug 2022. No phone calls accepted.
