NOTICE OF INTENT TO SOLE SOURCE Hurricane Windfield Modeling and Mapping Services Announcement Type: Special Notice Announcement Number: NIST-NOI-22-7302182 PSC Code: R425 - Professional Engineering/Technical Services Subject: Hurricane Windfield Modeling and Mapping Services Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Applied Research Associates, Inc. located at 4300 San Mateo Blvd NE, Albuquerque, NM 87110-1295. The purchase order will be for hurricane windfield modeling and mapping services for the period of performance from date of award (as soon as possible) through December 31, 2025. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 541690 � Other Scientific and Technical Consulting Services with a size standard of $16.5 Million. Background and Description The Federal Emergency Management Agency (FEMA) mission assigns the Department of Commerce (DOC) National Institute of Standards and Technology (NIST) to develop rapid windfield estimates for hurricanes as they make landfall in the United States. FEMA uses this wind field data as inputs to its Hazus Hurricane Loss Model which estimates casualties, damage, sheltering needs, and other storm impacts. FEMA then uses the outputs from the Hazus Model to help plan its emergency response and allocation of resources. The Hazus Hurricane Loss Model was developed for FEMA by Applied Research Associates, Inc. (ARA). Built into the Hazus Hurricane Loss Model is a hurricane windfield model that is proprietary to ARA. FEMA is currently developing an open-source hurricane windfield model; however, in the interim, FEMA requires that the proprietary ARA model be used for its hurricane modeling mission assignments to NIST. FEMA has informed NIST that it plans to continue issuing mission assignments to NIST for rapid windfield modeling and mapping support over the next few years until it develops an open-source hurricane windfield model. NIST therefore requires contractor services from ARA to support rapid response to such mission assignments. The purpose of this acquisition is to procure Contractor services in support of rapid windfield modeling and mapping for landfalling tropical cyclones� (i.e., tropical storms and hurricanes, simply referred to as hurricanes in this Statement of Work). . The Contractor shall acquire surface level observations of wind speed (gust and mean), wind direction, and atmospheric pressure for landfalling hurricanes, and produce windfield models and maps. This is a multi-year requirement with an approximately four-year period of performance. The requirement includes base services which are required throughout the award period of performance and optional tasks which may be exercised when support is required for specific hurricanes. Sole Source Determination The sole source determination is based on the following: � The Federal Emergency Management Agency (FEMA) Mission Assigns NIST to develop rapid windfield estimates for hurricanes as they make landfall in the United States. Until a sufficiently effective open-source windfield model is developed and released by FEMA (an effort in planning), FEMA Mission Assignments mandate the use of the proprietary ARA model for rapid windfield estimate developments. Therefore, when responding to Missing Assignments, NIST must use ARA support services in preparing rapid windfield estimates for hurricanes. Accordingly, ARA is the only capable contractor for the required rapid hurricane windfield modeling and mappings services. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Ms. Lauren Roller, Contract Specialist, at Lauren.Roller@nist.gov. All responses to this notice of intent must be submitted via email to Lauren.Roller@nist.gov so that they are received no later than July 1, 2022 at 11:00 AM Eastern Time.
