- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart�12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors (Tailored for quotes under FAR part 13), evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation number is 70Z02922QNEWO0029 and issued as a Request for Quotation (RFQ). Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word ""offer/offeror� or a derivative of that word appears, it is changed to ""quote/quoter� or a derivative of that word. This is a small business set aside, the applicable NAICS is 333923 and small business size standard is 1,250. This solicitation will result in a Firm-Fixed Price Service Order awarded to the offeror with the Lowest Price. Lowest price will be evaluated�an award will be made.�Offerors must be actively registered in System for Award Management - https://www.sam.gov. USCG Base Galveston IPF has a requirement to procure services to inspect a travel lift, to include: Inspection to determine if there are deformed, cracked, or corroded members. Inspection for loose bolts and rivets. Inspection for cracked or worn sheaves or drums. Inspection of worn, cracked, or distorted parts such as pins, linings, pawls, and ratchets. Inspection of sensors and indicators over their full range, and for any significant inaccuracies. Performance and compliance inspection with safety requirements for gasoline, diesel, electric or other power plants. Inspection of power trains (lifting and propulsion) for improper performance or noncompliance with applicable safety requirements, including excessive wear of drivetrain and steering components. Inspection of hooks for cracking or bending/distortion. Inspection of hydraulic and pneumatic hoses and fittings for leakage or abrasion. Inspection of hydraulic and pneumatic pumps and motors for loose fasteners, joint leaks, seal leaks, or loss of pressure. Inspection of hydraulic and pneumatic valves for improper operation, relief valve set pressures, and sticking spools. Inspection of hydraulic and pneumatic cylinders for drafting, seals leakage, scored rods, and deformed joints. No-load demonstration of all safeties and control features, and operation with a generic weight (as available) to demonstrate application and release of brakes. Inspection of electrical apparatus for signs of pitting or deterioration of controller contactors, limit switches, and pushbutton stations. A spectrographic analysis of hydraulic oil sample, specifically looking at degradation of additive packages, and material content of contamination. Conduction of operational testing to include demonstration of the following functions over the entire range of motion of the equipment without a test load: Load lifting and load lowering mechanisms, boom lifting and lowering mechanisms, boom extension and retraction mechanisms, swinging mechanisms, travel and travel steering mechanisms, safety devices, and operational aids. FAR 52.237-1 -- Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
