Description
At time of award, each business must be registered at SAM.gov with a UEI or Unique Entity ID and all Representations and Certifications completed The intent of project FTFA 22-VH11 Design/Build Secondary Comm Power C-61, Eglin AFB for this project, in accordance with the Statement of Work� dated 18 January 2022.��The anticipated Period of Performance is 238 days after notice to proceed GENERAL INTENTION: Route a 208/120V-3 phase-4 wire service from a recently installed 500 KVA pad-mounted transformer to a new outdoor mounted 1,200A panelboard. The above work shall also include the following requirements: (1) Provide a new combination KW-HR and KW-Demand meter on a new galvanized steel support structure that is independent of the existing 500 KVA pad-mounted transformer enclosure.�The new combination KW-HR and KW-Demand meter shall include wireless��transceiver hardware. The new meter and wireless transceiver hardware shall be compatible with current wireless system being utilized by Eglin AFB. Provide a�new 13-point terminal meter can with voltage and current test switches. For�information regarding the specifics of meter and wireless transceiver hardware to be utilized, including frequency Requirements, contact Mike Bass at Eglin AFB at�the following telephone number: 850-882-4621. The new support structure shall consist of two 4"" rigid steel conduits spaced as required, two unistrut member lengths as required, and one 3/4""-thick UHMW (ultra-high molecular weight polyethylene) sheet sized as required to support the new combination KW-HR and KW-Demand meter. Each conduit (referenced above) shall extend six feet above finished grade and four feet below finished grade. And each conduit shall be encased in concrete for its entire length below finished grade�the diameter of the poured concrete around each conduit shall be 10�. �(2) Provide new wiring and conduit (schedule 80 PVC, sized as required for the new wiring) routed 36� below the finished grade between the new meter and the existing transformer secondary compartment as required to provide a fully functional meter. �(3)� Provide three new 1,200/5 CTs on the transformer secondary, and�coordinate with Chelco regarding access to the transformer secondary as�needed. �(4) Provide three new sets of 4 #600 MCM THWN copper conductors in three�new 4� schedule 80 PVC conduits from the� secondary compartment of the�existing 500 KVA transformer to the new 1,200A panelboard. The distance�between the existing transformer and the new 1,200A panelboard required by�this contract is 200 feet. Route the new wiring and conduit referenced above at 36� below finished grade. And grass removed due to trenching shall be replaced with Argentine Bahia sod. (5) Provide a new 1,200A�120/208V�3 phase�4 wire panelboard that shall be rated for 65 KAIC, with a 1,200A main breaker, and include one new 600A-3 pole breaker and five new 225-3 pole breakers. This new 1,200A panelboard shall be NEMA 3R rated. And all new breakers in this paragraph shall be 65 KAIC rated. Also, a surge protective device shall be included with the 1,200A panelboard. (6) Provide a new 600A�3 phase�4 pole manual transfer switch that shall be NEMA 3R and 65 KAIC rated with input feeds located on the bottom end of the new 600A manual transfer switch and the output feed located at the top end of the new 600A manual transfer switch. The input feeds to the new manual transfer switch shall be as follows: (1) the commercial power input feed shall consist of two new sets of 4 #350 MCM THWN copper conductors in 3� galvanized rigid steel conduits originating from the new 600A feeder breaker in the new 1,200A panelboard, (2) for the emergency power input feed, reuse the existing outdoor rated cabling currently connected between the existing generator and the existing 600A disconnect (which is to be removed by this contract). Regarding the existing generator cables, provide one new 4� rigid steel conduit nipple (6� length) on the bottom side of the new 600A manual transfer switch for the existing generator cables (four) to pass through. Provide two new sets of 4 #350 MCM THWN copper conductors in 3� galvanized rigid steel conduits between the output side of the new 600A manual transfer switch and the existing 600A panelboard. (7) The new 1,200A panelboard, new 600A manual transfer switch, existing 600A panelboard, and an existing 6� x 6� x 24� wireway are to be mounted on a new outdoor support structure. The existing 600A disconnect switch is to be removed, which is currently on the existing outdoor support structure that is to be removed by this contract and replaced with the new 600A manual transfer switch. Also, remove the existing wiring and conduit between the existing 600A disconnect being remove and the existing 600A panelboard.� Provide a new 600A-3 pole feeder breaker in the new 1,200A and route two sets of four 350 MCM THWN copper conductors in 3� rigid steel conduit from the new 600A-3 pole feeder breaker to the input side of the new 600A manual transfer switch. (8) The new support structure shall consist of three 4"" rigid steel conduits spaced as required, eight eight-feet length unistrut members, and two new 3/4""-thick UHMW (ultra-high molecular weight polyethylene) sheets (3/4� x 96� x 96�) to support the new and existing panelboards, new manual transfer switch, and existing wireway referenced above (two new 4� x 8� sheets of 3/4""-thick UHMW (ultra-high molecular weight polyethylene) on each side of the three new 4"" rigid steel conduits). Each new conduit (referenced above) shall extend six feet above finished grade and four feet below finished grade. And each new conduit shall be encased in concrete for its entire length below finished grade�the diameter of the poured concrete around each new conduit shall be 10�. (9) Regarding the existing 600A panelboard, existing 600A disconnect, and the existing 6� x 6� x 24� wireway�they are to be supported as required while removing the entire existing outdoor support structure that they are currently fastened to and installing the new outdoor support structure referenced above. The existing outdoor support structure that the above referenced existing items are fastened to consists of the following: two 4� x 4� x 10� wood poles (assume four feet of each pole is below finished grade) and two 4� x 8� sheets of plywood (one existing 4� x 8� sheet of plywood on each side of the two existing 4x4 wood poles). **************************************************************************************************************************************************** A Site Visit has been arranged for > at 0900 A.M. Central Time. Base access requests will need to be provided to the CS listed above identifying the company name and list of individuals who will attend. There is a limit of five (5) individuals per company who may attend.The email should include the following information: FULL LEGAL NAME AND DOB for each individual requesting access. Base access requests not providing at least 72-hour notice will not be honored. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. ************************************************************************************************************************************************** 50 Division Cost Estimate (DCE) Worksheet (Attachment L1): Offerors shall provide a price breakdown for the project utilizing the 50 Division Cost Estimate (DCE) Worksheet (Attachment L1) for each CLIN as well as a summary page. Use and submit the 50 Division Cost Estimate (DCE) Worksheet (Attachment L1) to build your proposal. The Government has provided in Attachment L1 the anticipated division and cost elements per division for the project.� Review the proposal divisions and the cost elements within each division and if division or any cost elements need to be added (do not remove pre-existing entries, place additions at the bottom of the column, as needed) the Contractor should provide explanation and direct reference to applicable requirement document(s). Offerors shall input the major work elements by specification division and provide pricing for those major work elements within each division sheet. The information from the division sheets may not be all inclusive. Offerors are allowed to include any missing items from each division and are allowed to fill in other divisions that are not listed in the prefilled division sheets. Offer will be complete, accurate, and sufficiently detailed to demonstrate a clear understanding of the requirement including providing sufficient details in the Division Cost Worksheet regarding quantities for material, labor, and other services. Offerors should not utilize lump sum or total pricing when pricing each specification division. Failure to breakout major work elements within a specification division may result in an unfavorable evaluation. If utilizing lump sum or total pricing when pricing the specific division, Offerors should provide rationale on why the price cannot be broken out. The burden of proof for credibility of proposed pricing rests with the Offeror.
