Description

DLA Distribution Business Development Office (BDO) sited at DLA Distribution Susquehanna, Pennsylvania has identified a requirement for a Contractor to provide analytical support, process design, and program management support services to assist the DLA Distribution BDO in the identification, evaluation, and potential implementation of business growth strategies to include pricing strategies, customer impacts, and system changes. This DLA Distribution BDO Professional Support Services requirement will be advertised under solicitation SP3300-22-R-5005. The scope of work includes developing pricing models to more accurately reflect costs and incentivize customer behavior to use organic facilities for high volume items while more appropriately allocating unfunded costs into the rates for long-term storage for dormant stock. The alignment of the pricing strategy with the business growth strategy is necessary in order to ensure success and requires the Contractor to perform extensive analytical work to evaluate the feasibility of different strategies and customer impacts. The contractor currently performing similar BDO Professional Support Services for DLA Distribution is Accenture Federal Services LLC under Contract SP3300-22-F-0572.� This contract expires March 31, 2023. The requirement is for an Indefinite Delivery Indefinite Quantity contract with a five-year ordering period of performance, inclusive of a three-month transition period. The estimated ordering period for this requirement is January 2023 through December 2027. The estimated period of performance dates for this requirement are shown below. Period of Performance Dates Performance Period 1:� January 1, 2023 � December 31, 2023* Performance Period 2:� January 1, 2024 � December 31, 2024 Performance Period 3:� January 1, 2025 � December 31, 2025 Performance Period 4:� January 1, 2026 � December 31, 2026 Performance Period 5:� January 1, 2027 � December 31, 2027 *Includes 90 day transition This acquisition will be solicited unrestricted pursuant to full and open competition under FAR Part 12 Acquisition of Commercial Items in conjunction with FAR Part 15 Contracting by Negotiation. Contract award will be made on the basis of competition in accordance with FAR 15.101-1 Trade-Off Process. All responsible sources may submit a proposal, which shall be considered by the agency. It is anticipated that contract award will be made in January 2023. The NAICS code and Size Standard are 541611 and $16,500,000.00, respectively. All documents related to this notice will be posted to the SAM.gov website. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this pre-solicitation notice. There will be no advance notification of amendment/modification/solicitation issuance. Prospective offerors are advised to consult the website frequently to check for the issuance of amendments/modifications and/or solicitations.
